The applicant is requesting approval for the final plat of the Westbank Plat.  The plat consists of 2 lots that will be eventually further subdivided.
8.Acceptance of Final Plat for Azalea Ridge Unit 4
D.R. Horton, Inc. - Jacksonville, is requesting that the Board approve for recording the final plat for Azalea Ridge Unit 4.  The plat encompasses 190.12 acres and consists of 293 single family residential lots. The development is located off Long Bay Road.

The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

On April 29, 2004, the Clay County SHIP Program made a loan to Cynthia Bowen in the amount of $5,000.00 funded through the First Time Homebuyer Down Payment Assistance Program.  This was made as a due on sale mortgage with a seven year forgiveness clause.  The seven year period has since passed without default and the homeowner is released from this obligation.
14.Satisfaction of Mortgage

During 2016/2017, the Clay County SHIP Program provided rehabilitation services under the Owner Occupied Rehabilitation Strategy.   A mortgage was taken at the time the work commenced.  These mortgages were made as due on sale mortgages with a five (5) year forgiveness clause.  During the course of preparing the SHIP Program's Annual Reports, which are submitted to Florida Housing each year, it was necessary to move several projects to the 14/15 Annual Report.  Because there is no requirement for a mortgage under the 14/15 Local Housing Assistance Plan (LHAP), the following mortgages should be satisfied:

Barbara Branch, Loretta Downs, John Fennell, Susan Fraser, Bernis Frydrych, Mary Horne, Theresa Lutman and Jose Martinez.

16.Approval of report and recommendation regarding civil action against Clay County (Deutsche Bank National Trust Company v. Vance, et al., Clay County Circuit Court Case No. 17-CA-829
The County was served on September 1, 2017, as a defendant in the above-referenced case in which Deutsche Bank National Trust Company  seeks to foreclose a mortgage on certain real property located in Clay County, Florida.  See attached memorandum.
17.Approval of report and recommendation regarding civil action against Clay County (Wells Fargo Bank, N.A. v. Olga L. Romero, et al., Clay County Circuit Court Case No. 17-CA-790)
The County was served on September 1, 2017, as a defendant in the above-referenced case in which Wells Fargo Bank, N.A. seeks to foreclose a mortgage on certain real property located in Clay County, Florida. See attached memorandum.
