The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

3.Public Hearing to Consider Transmittal of Comprehensive Plan Amendment 2017-08

Consider  an amend of the Future Land Use Map (FLUM) Amendment from Rural Residential (1 DU per 5 acres) to Industrial (FAR .50) on 44.72 acres, located on US 17.  The proposed amendment is a large scale land use amendment.  The subject parcel is in the Green Cove Springs Planning District.

4.Final Public Hearing to Consider Adoption of Comprehensive Plan Amendment 2017-06
Consider amending the land use of parcels 07-04-26-012920-000-00, 07-04-26-012921-000-00, 07-04-26-012942-000-00, and 07-04-26-012943-000-00 in Foxwood Unit 1 Subdivision, from Commercial to Urban Core.
5.Final Public Hearing to Consider Adoption of Comprehensive Plan Amendment 2017-05, Lake Asbury Village Center
Consider adoption of CPA 2017-05, amending the  text of the Lake Asbury Village Center.
6.Request to Continue Public Hearing for Comprehensive Plan Amendment 2017-07
Continuation of public hearing to amend the land use from BF Activity Center to BF Master Plan Community on two parcels in the Kindlewood development.  Planning Commission continued their hearing to October 3, 2017.  Applicant did not post signs as required.
7.Final Public Hearing for Zoning Application Z-17-09, AG to IA, Warner Road (PC Vote 2-2 to Approve, Effectively a Recommendation of Denial)
The applicant is requesting a change in zoning from Agriculture to Light Industrial.
8.Evaluation and Appraisal Report (EAR) Presentation of Data, Analysis and Draft Policies for the 2040 Comprehensive Plan
This presentation will include the Data and Analysis and Draft Policies for the Future Land Use, Community Facilities, Capital Improvements and Transportation Elements of the Comprehensive Plan.
NEW BUSINESS
9.Approval of Resolution Declaring Parcel 26-05-006651-000-00 in Violation of the County’s Floodplain Management Regulations

The attached resolution is the next step in the process of enforcing Article XIII, of the Clay County Land Development Code, the County’s Floodplain Management Regulations.  After the County declares a property to be in violation, FEMA has the authority under Section 1316 of the National Flood Insurance Act to deny flood insurance coverage to the property.  FEMA considers this a remedial measure.  Once the declaration under Section 1316 is issued by FEMA, the County will not be required to take additional actions to correct the violation.  The declaration may be reversed at any time if the structure is brought into compliance.

10.State of Florida Department of Health Agreement FY17/18-Operation of Clay County Health Department
Approval of the Fiscal Year 2017/2018 Agreement with the State of Florida Department of Health, for the operation of the Clay County Health Department, for the term of 10/1/2017 through 9/30/2018, at a cost not to exceed $851,697.00.  Funding Source 001-0108-549100 (General Fund / Health Department / Other Current Charges)
11.Research Agreement with the University of Florida - Fairgrounds Master Plan

30.Request to Terminate Restoration Efforts of Budington House
The Historic Preservation Board voted at its June 13, 2017 meeting to withdraw the restoration of the Budington House from its agenda.  Upon a review of the Budington House by member Randy Harris with James Householder, the Board made a determination that the structure was  decayed and that funds were not likely available for a costly restoration.
