2.Finance Business
The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.
OLD BUSINESS
3.Non-Exclusive Perpetual Easement for Construction, Operation and Maintenance (SJRWMD - Black Creek Water Resource Development Project)

Request for approval of the attached Easement in conjunction with the Cooperative Agreement entered into on August 22, 2017 with St. Johns River Water Management District for the purpose of outlining the participation of the County and the District in the construction of the Black Creek Water Resource Development Project.

4.Alcoholic Beverage Permit Requirements under Ordinance No. 2017-27
The Board approved Ordinance No. 2017-27 to allow beer and wine sales at the County owned and operated Clay County Fairgrounds facility.  The ordinance requires an application and permitting process, as well as an associated fee.
PLANNING AND ZONING
5.Public Hearing to Consider Adoption of Comprehensive Plan Amendment 2017-08

Consider adoption of  an amendment of the Future Land Use Map (FLUM) Amendment from Rural Residential (1 DU per 5 acres) to Industrial (FAR .50) on 44.72 acres, located on US 17.  The proposed amendment is a large scale land use amendment.  The subject parcel is in the Green Cove Springs Planning District.

6.Public Hearing to Consider Small Scale Amendment CPA 2017-09
Consider CPA 2017-09, a small scale amendment from Commercial to Urban Core on 0.873 acres located at 57 College Drive, the Ridgewood/Doctors Lake Planning District, Commission District 2, Mr. Bolla. (Planning Commission voted 7-0 to approve)
7.Public Hearing to Consider Zoning Application Z-17-10, BA to RA, Foxwood Drive
Application Z-17-10 considers rezoning from tax parcels  07-04-26-012920-000-00,07-04-26-012921-000-00, 07-04-26-012942-000-00,  07-04-26-012943-000-00  from BA to RA located in Foxwood Unit 1.  The subject parcels are located in Commission District 3, Ms. Hutchings and in the Orange Park Planning District. (Planning Commission voted 7-0 to approve)
8.Public Hearing to Consider PID 17-05, Rezone from RR to PID
Public Hearing to consider Z-17-05 Clarke's Creek Industrial Center, rezone from AR (Agriculture Residential) to PID (Planned Industrial Development) District on 44.72 acres located at 5987 U.S. Highway 17 South.  (Planning Commission voted 6-0 to approve with amended conditions)
9.Public Hearing to Consider Zoning Application PUD 17-04, AR to PUD, Washington Avenue Residential
Rezone from AR to PUD on 35.08 acres, located on north side of Washington Avenue from Spring Avenue to Turkey Avenue.    The proposed PUD includes 125 residential lots, 5,500 square feet in size and 4.55 acres of open space.  Access is proposed on Washington Street a little east of its intersection with Park Ridge Avenue.  (Planning Commission voted 6-1 to deny)

10.FDOT County Incentive Grant Program and Highway Safety Improvement

11.Joint Grant Application with Putnam County for Sungarden Road and portions of Bellamy Road

 

12.Letter of Intent to acquire and develop land located approximately at the intersection of Old Jennings Road and Blanding Boulevard, Middleburg, Clay County, Florida
The County was contacted by RaceTrac concerning acquisition of approximately 4.76 acres of County property located near the intersection of Old Jennings Road and Blanding Boulevard in Middleburg.
13.Discussion Regarding Medical Marijuana Treatment Center Dispensing Facilities
Input and direction from the Board on medical marijuana treatment center dispensing facilities in Clay County.
