| | | | | | | | VIDEO | | 2. | Satisfaction of Mortgage for Dutcher | | | | On July 30, 2008, the Clay County SHIP Program made a loan to Tyson A. Dutcher and Heather Ann Dutcher in the amount of $17,500.00, under its Down Payment Assistance Program. The SHIP loan was made as a non-forgivable loan which is due upon sale, refinance or transfer of title. Mr. and Mrs. Dutcher recently sold their home, and the second mortgage in the amount of $17,500.00 has been re-paid to the SHIP Program in full. The homeowners are released from their obligation. | VIDEO | | 3. | Satisfaction of Mortgage for Healy | | | | On July 20, 2009, the Clay County SHIP Program made a loan to Debra Jean Healy in the amount of $15,000.00 through its First Time Homebuyer Down Payment Assistance Program. The SHIP loan was made as a non-forgivable loan which is due on sale, refinance or transfer of title. Ms. Healy recently sold her home and the second mortgage in the amount of $15,000.00 has been re-paid to the SHIP Program in full. The homeowner is released for her obligation. | VIDEO | | 4. | Satisfaction of Mortgage for Bryan Lee | | | | On March 10, 2006, the Clay County SHIP Program made a loan to Bryan S. Lee in the amount of $10,000.00 funded through the First Time Homebuyer Down Payment Assistance Program. This was made as a due on sale mortgage with a seven year forgiveness clause. The seven year period has since passed without default and the homeowner is released from this obligation. | VIDEO | | 5. | Satisfaction of Mortgage for Iva Elaine Randolph | | | | On November 29, 2007, the Clay County SHIP Program made a loan to Iva Elaine Randolph in the amount of $17,500.00 funded through the First Time Homebuyer Down Payment Assistance Program. On April 12, 2016, Ms. Randolph requested the Board of County Commissioners grant her permission to sell her home as a "short sale" because her employer had transferred her to south Florida. Because of her move, she has been unable to maintain the mortgage on her property. At its April 12, 2016 meeting, the Board of County Commissioners granted her permission to sell her house as a "short sale" and waived the deficiency with regard to her mortgage. The sale on her home has taken place and the agreed upon amount of $1,500.00 has been received as complete payment for the SHIP mortgage. | VIDEO | | 6. | Approval of report and recommendation regarding civil action against Clay County | | | | Approval of report and recommendation regarding civil action against Clay County (Wells Fargo Bank, N.A. v. Loretta Lynn Sutton, et al., Clay County Circuit Court Case No. 2016-806-CA).
The County has been joined as a party defendant to foreclose the lien of a mortgage on property held by the County that secures a note executed by Loretta Lynn Sutton, defendant in the foreclosure proceeding, in favor of the County (the SHIP Mortgage). Funding Source: Not Applicable | VIDEO | | 13. | First Public Hearing Regarding Distance Requirements for Restaurants with Onsite Consumption of Alcoholic Beverages | | | | In Clay County, restaurants that serve alcoholic beverages must meet minimum distance requirements from religious institutions and public/private schools. The attached ordinance proposes to revise the Code to delete the distance requirements for restaurants that serve alcoholic beverages where food sales are at least 51% of total sales. | VIDEO | | 14. | Notification of Violation Causing a Serious Threat to Public Safety and Welfare | | | | A code enforcement case was opened on the property at 299 Springfield Court for violation of inadequate pool fencing. The owner was notified of the violation but did not take any action to bring the property into compliance. The case was taken to the Special Magistrate who found that the violation presents a serious threat to public health, safety and welfare.
The Special Magistrate is requesting that the Board make all reasonable repairs (mending/replacing wood fencing) required to bring the property into compliance and to charge the violator with reasonable costs of repairs.
Repair costs would constitute a lien against the land on which the violation exists and upon any other real or personal property owned by the violator. | VIDEO | | 15. | Acceptance of 30 Foot Easement | | | | Acceptance of the following;
A drainage easement that extends from Rideout Ferry Road to Henley Rd. This easement passes through three different properties.
