3.Report and recommendation regarding civil action against Clay County (Federal National Mortgage Association v. Estate of Anita M. Lalone, deceased, et al., Clay County Circuit Court Case No. 2018-CA-165
The County was served on March 9, 2018, as a defendant in the above-referenced case in which Federal National Mortgage Association seeks to foreclose a mortgage dated September 15, 2003, which mortgaged certain real property located in Clay County, Florida. Upon research, there is no interest of the County to defend in this matter.
4.Report and recommendation regarding civil action against Clay County (U.S. Bank National Association vs. The Estate of Patricia Johnson, deceased, et al., Clay County Circuit Court Case No. 2018-CA-201)
On March 9, 2018, the County Attorney’s Office accepted service on behalf of the County of a summons, a lis pendens and a complaint naming the County as a defendant in the above-referenced case.  In the complaint, U.S. Bank National Association seeks to foreclose a mortgage dated December 18, 2007, and recorded on January 14, 2008, in Official Records Book 2982, page 805, public records of Clay County, Florida, on certain real property located in Clay County, Florida. See attached memorandum for additional information.

The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

11.Final Public Hearing to Consider an Amendment to the Saratoga Springs Development Order (P.C. voted 7-0 to approve)
This application is part of a group of three applications to amend the County’s Land Development Code, Lake Asbury Land Development Regulations, and the Saratoga Springs DRI Development Order in order to facilitate construction of the C.R. 218 Extension pursuant to a funding agreement with Reinhold Corporation . The substantive change subject of this amendment is a proposal to amend Special Condition 24 to delete the segment of the C.R. 218 Connector between existing C.R. 218 and the First Coast Expressway.  In addition, the applicant is including extensions to phasing and build out dates previously approved administratively. (District 5 Commissioner Hendry).
12.Public Hearing to Consider Transmittal of Comprehensive Plan Amendment 2018-01 (Planning Commission voted 8-0 to Approve)
The purpose of this amendment is to award density for required wetland-upland buffer land dedications within the Lake Asbury Master Plan Area and to include policy revisions proposed in the Evaluation and Appraisal Report process that were held constant to permit further study of the density issue.

13.Funding Agreement with Reinhold Corporation - Construction of the County Road 218 Extension

14.Road Construction Impact Fee Credit Agreement with Reinhold Corporation

Approval of Credit Agreement which is in connection with the County Road 218 Extension. The Credit Agreement is subject to adoption of Clay County ordinance on March 27, 2018, amending Ordinance 2017-30. Funding Source: Not applicable (C. Grimm)

15.Agreement with Arkest, LLC - Replacement of HVAC Systems at the Orange Park Library
Approval of bid award and the execution of the Agreement with Arkest, LLC, for the replacement of the HVAC Systems at the Orange Park Library, which is to be completed by 5/31/2018, at the cost of $105,855.25. Approval is effective after the 72-hour bid protest period and the receipt of no protests.  Further waiver of the purchasing policy for direct BCC approval.   Funding Source: 001-3302-546100 (General Fund / Orange Park Library / Repairs and Maintenance)
16.Discussion of Appointment to the Tourist Development Council

Robert (Bob) Olson's term as a "Citizen" member expires on April 26, 2018.  Mr. Olson submitted an application for Board consideration of reappointment as a "Citizen" member of the Tourist Development Council.

 

The notice has been posted on the County website since January 12, 2018.

17.Intelligent Middleware Software Development Kit License Agreement

This agreement is to provide the County access to the GPS data in connection with the 800 MHZ system. This license agreement is a requirement of Motorola under the parties' primary agreement for the 800 MHZ system.  No funding is required.
