The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

10.Report and recommendation regarding civil action against Clay County (Wells Fargo Bank, N.A. v. Rodolfo V. Francis, et al., Clay County Circuit Court Case No. 2016-CA-624)
The County was served on April 3, 2018, as a defendant in the above-referenced case in which Wells Fargo Bank, N.A. seeks to foreclose a mortgage dated August 31, 2006, which mortgaged certain real property located in Clay County, Florida. There is no interest of the County to defend in this proceeding as explained in the attached memorandum.

12.First public hearing to consider Code Change 2018-03 PID Text Amendment (P.C. voted 4-3 to approve)

Public hearing to consider text amendment to Sec. 3-32 of the Land Development Code to amend Planned Industrial District (PID) to add permitted and conditional uses, allow access from major collector to certain uses and to amend visual barrier requirements.

13.Proposed Changes for Land Development Regulations

Discussion regarding changes to the Land Development Regulations (LDR), Article II (Procedures for Development Review, Article VIII (Design and Improvement Standards, and Article IX (Bonding, Inspection, Acceptance, and Maintenance Standards.  These changes reflect various changes to the LDRs regarding roadway and drainage design, Platting of Subdivisions, and Codes and Standards references.


14.Project Priority List for 2018 - Recommendation to TPO
The North Florida Transportation Planning Organization (TPO) is requesting Clay County submit its project priority list for 2018.
15.AT&T Add-On #9 to Agreement No. 11/12-130 (Network Services)
Approval of Add-On #9 to Agreement No. 11/12-130, with AT&T (an approved future sole source provider) for network services, for a term of three years, at the total three year cost of $466,920.00.  Funding Source: 001-0107-541100 (General Fund / MIS / Telecommunications) (T. Nagle)
16.Amendment to the Capital Improvement Element of the Capital Improvement Program (CIP)
Approval of ordinance amending the Capital Improvement Elements of the Board's Capital Improvement Program. Funding Source: Various Capital Improvement Projects Fund Accounts (C. Meng)
17.Safety and Education Articulation Interlocal Agreement
Approval of the Safety and Education Articulation Interlocal Agreement with the School Board of Clay County and the Clay County Sheriff's Office, for maintaining safe schools and certain educational resource services, for the period of October 1, 2017 - September 30, 2018, with revenue of $530,500.00. Funding Source: 102-102-337201 (Revenue Account) (K. 18.Driveway Culvert Maintenance
Discussion regarding a 2009 Board decision regarding a budget saving measure to eliminate county maintenance responsibilities for driveways.
19.Department of Environmental Protection Grant Agreement-Camp Chowenwaw
Approval to waive the Purchasing Policy as it may apply and approve the attached budget resolution and Grant Agreement, with the State of Florida, Department of Environmental Protection, regarding the Camp Chowenwaw County Park Jungle Trail improvements, with the Agreement remaining effective until December 31, 2018, with the revenue amount of $400,000.00.  Funding Source: Revenue
20.FDOT Subordination Agreement for the First Coast Expressway Improvements-Wisteria Property
Approval to waive the Purchasing Policy as it may apply and approve the attached Subordination Agreement, with the Florida Department of Transportation, regarding the Wisteria property (Parcels 180.11 and 810.10) as part of the First Coast Expressway Improvements. Funding Source: Not Applicable
