3.Finance Business
The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

On July 18, 2018, the County Attorney’s Office accepted service on behalf of the County of a summons and a copy of a complaint naming the County as a defendant in the above-referenced case. See attached memorandum.

PLANNING AND ZONING
9.Final Public Hearing to consider Small Scale Amend CPA 2018-05 (P.C. voted 6-0 to approve)
This is the first and final Public Hearing to consider a Small Scale Amendment of the 2040 Comprehensive Plan,  CPA 2018-05, amending from Commercial to Rural Residential on 1.37 acres, Tax Parcel 38-06-016523-003-01. (Commissioner Cella's District).
10.Final Public Hearing to Consider Rezoning Application Z-18-06 BA-2 to BB-3 (407 College Drive)(PC Vote 4-2 to Deny)
The applicant is requesting a change in zoning to develop the property into an automotive repair facility. (District 5 Commissioner Hendry)
11.Final Public Hearing to consider Adoption of CPA 2018-03 Overwatch (P.C. voted 7-0 to approve)

Application to amend 2040 Comprehensive Plan,  Conservation Policy 1.2.1 1). and Community Facilities Policy 1.8.1 regarding setbacks from the Ordinary High Water Line or Mean High Water Line.  Planning Commission voted 7-0 to approve on May 1, 2018.  The BCC voted to transmit to DEO and reviewing agencies on May 22, 2018.  The reviewing agencies have reviewed the application and offered no comments.

12.Final Public Hearing to Consider Rezoning Application Z-18-05 BB to AR (Rowell Road/CR 15A) (PC Voted 6-0 to Approve)
Applicant is requesting a change in zoning from BB to AR to allow for a residence.(District 1 Commissioner Cella)
NEW BUSINESS
13.Hazard Mitigation Grant Program (HMGP) Applications

Following Hurricane Irma, Florida Emergency Management Agency (FEMA) allocated funds to the State of Florida to distribute to the local governments through the Local Mitigation Strategy Work Groups (LMS). Staff and LMS previously submitted to the Board six (6) projects to be submitted to FEMA for funding. These projects vary in size and costs, but ultimately relieves repetitive flooding and impacts of properties.

14.Hazard Mitigation Grant Program (HMGP) Applications for the Sheriff's Office
Following Hurricane Irma, Florida Emergency Management Agency (FEMA) allocated funds to the State of Florida for the local governments through the Local Mitigation Strategy Work Groups (LMS). The Clay County Sheriff's Office has identified 6 projects and is requesting approval  to submit the attached applications to FEMA for funding. A 25% match will be required for each project that is funded.

17.Appointment of Members to the 2018 Value Adjustment Board

It is necessary to begin the organizational process for the 2018 Value Adjustment Board (VAB). The BCC must select two commissioners and one citizen member to serve on the VAB. (See attached memorandum) 

18.Derelict Vessel Removal Grant Application to the Florida Fish and Wildlife Conservation Commission (FWC)

Approval to apply for the 2017-2018 Derelict Vessel Removal Grant with the Florida Fish and Wildlife Conservation Commission (FWC). The Clay County Sheriff's Office (CCSO) has identified three (3) vessels that are considered derelict and in need of removal. Removal of these vessels will enhance the environment and boater safety. The application deadline is August 8, 2018 and the grant requires a 25% cash match. The estimated cost of the project is $13,120.00; the County's match is $3,280.00. Staff proposes utilizing the Florida Boating Improvement funds for the required match. Further approval is requested to delegate authority to the County Manager to apply and administer the grant project on behalf of the Board. 19.Resolution - Non-CIE Portion of the CIP

Approval of a Resolution to amend the Non-Capital Improvement Element (CIE) portion of the Capital Improvement Plan (CIP) and implementing budget transfers. Funding Sources: 001-3201-563000 (Gen Fund - P&R - Infrastructure) & 305-9912-599100 (CIP Fund Reserves for Contingency) (C. Meng)

20.Professional Service and License Agreement with Schneider Geospatial
Approval of Professional Services and License Agreement with Schneider Geospatial for the Integrated Damage Assessment Model (IDAM) for use by the Property Appraiser's office in the amount of $29,250.00 for the term of June1, 2018 through October 30, 2023 subject to an additional activation fee of $3,500.00.  Further approval of sole source and advance payment. Funding Source: 001-0107-552700 (General Fund - MIS - Computer Software) (T. 21.Helping Emergency Responders Obtain Support Grant Application

Approval to apply for the Helping Emergency Responders Obtain Support (HEROS) Program grant with the Florida Department of Health (DOH). This program was developed to respond to the nationwide opioid epidemic. The grant application deadline is July 31, 2018. Additional approval of membership application and membership agreement with Minnesota Multistate Contracting Alliance for Pharmacy, as required by the grant application, and designation of Chief Lorin Mock as the facility representative with approval to execute and submit all documents. Further approval to waive the Purchasing Policy as it may apply.

Final Public Hearing to Consider Code Change 2018-04 Branan Field Activity Center to add Commercial Kennels as a permitted use and to incorporate residential design standards. The application was considered by BCC for first public hearing on July 10, 2018.
LETTERS FOR ACTION
25.Acceptance of Resignation from the Historic Preservation Board - Marilyn Haddock
Marilyn Haddock informed the Clay County Historic Preservation Board on July 12, 2018 via email, that effective immediately, she would be resigning from her District 1 Seat on the Clay County Historic Preservation Board.  Ms. Haddock's term expired on July 1, 2018.
