VIDEO9.Discussion Regarding Property Safety and Maintenance Code
County staff has drafted a comprehensive set of regulations entitled the Clay County Property Safety and Maintenance Code (the Draft Code) that, if enacted, would comprise new Article VII of Chapter 6 of the Clay County Code.  The Draft Code mandates that all buildings or structures, both existing and new, be maintained in a safe and sanitary condition.  A focal point of the Draft Code is the definition of an unsafe building.

Final Public Hearing to consider transmittal of large scale amendment CPA 2016-05, SBCC future school site, from PC (Planned Community) to RF (Rural Fringe) on 20.9 acres, located on CR 315.  Related to DRI Amendment 2016-04.  The subject site is vacant land.  It is located in the Green Cove Springs Planning District and in Commission District 5, Mr. Robinson.
VIDEO13.Final Public Hearing to consider adoption of PUD 16-03, Black Creek Mixed Use revised

Final Public Hearing to consider adoption of PUD 16-03 Black Creek Mixed Use.  This application amends the design requirements of the Black Creek Mixed Use PUD to eliminate the 10 foot dimension required for the offset from the plane of the front façade for the garage.  It is addressed in two places in the Written Statement.  The subject property is a 25.58 acre site, located on US 17 at Ball Road.  The subject PUD is in the Green Cove Springs Planning District and in Commission District 1, Mr. Davis.

VIDEO14.Final Public Hearing to consider adoption of CPA 2016-01, Mixed Use Text Amendment
Final Public Hearing to consider adoption of CPA 2016-01, Mixed Use (MU) Text Amendment of Policy 1.3.1 i of the Future Land Use Element.  The proposed text amendment addresses the Design Standards section of this policy.  The amendment would eliminate the specification of a 10 foot offset for the required offset between the front loading garage and the main façade of the individual residential structures.

The applicant is requesting a change in zoning from BA (neighborhood business) to BB-3 (special business district) for the purpose of constructing a drive-thru, unmanned, ice vending machine. The site is currently improved with a 3,018 square foot building and asphalt parking area.

VIDEO18.Final Public Hearing to Consider Rezoning Application Z-16-09 PUD to PO-1 Clay County School Board

The Clay County School Board is requesting a rezoning for a 20.9 acre parcel from PUD (planned unit development) to PO-1 (public ownership) for the Saratoga Springs DRI school site. Removing the parcel from the DRI will allow the School District to develop the site independent of the phasing schedule and conditions adopted as part of the Saratoga Springs DRI development order.
