7.Approval of Resolution Amending Resolution No. 2017/18-78 to Revise the Effective Date
The Board amended Resolution No. 2017/18-78 relating to development services fees on September 11, 2018. Approval is being requested to revise the Resolution's effective date to October 1, 2018.
8.Continuing discussion of CR220 widening intersection concepts at Henley Road
PLANNING AND ZONING
9.Final Public Hearing to consider PUD-18-02 rezoning from AR to PUD , CR 315-B West (P.C. voted 8-0 to approve as presented)
Rezone from AR to PUD on 26.45 acres for a 53 unit single-family residential development located in Green Cove Springs Planning District, Commission District 5, Mr. Hendry.
10.Discussion on Planning Commission letter concerning pedestrian and bicycle striping across Black Creek Bridge on U.S. 17
The Planning Commission submits the attached letter from the Planning Commission Chairman for consideration by the Board of County Commissioners.

Approval of Florida Department of Agriculture and Consumer Services Grant Application in the amount of $1,000,000 and supporting Resolution for Exhibition Hall Renovation and Infrastructure Improvements at the Clay County Fairgrounds.

LETTERS FOR ACTION
18.Approval of State Road Closure Permit Application
The City of Keystone Heights is requesting approval of a temporary closing of SR 21 in the City's corporate limits on October 12, 2018 for the Keystone Heights High School Homecoming Parade.
19.Discussion of Appointment to the Clay County Historic Preservation Board

The Board received two applications for consideration of appointment to the Clay County Historic Preservation Board, to fill District 1 and District 3 vacancies.  Applications were received from Kelly Bohannan, District 1 and from Karla Logston, District 3.

20.Discussion of Appointment to the Health Planning Council of Northeast Florida

An application was received from Joseph Parra for Board consideration of appointment to the Health Planning Council of Northeast Florida (HPCNEFL).  Jay Millson previously serves as the Clay County representative to the HPCNEFL and has chosen to end his term upon appointment of his successor.  Mr. Millson's term is set to expire on October 31, 2018. 

 

Requesting approval to appoint Joseph Parra to serve on the HPCNEFL to complete the term currently held by Jay Milson which is due to expire on October 31, 2018 and to appoint Mr. Parra to serve the full two-year term until October 31, 2020.

21.Discussion of Appointment to the Clay County Utility Authority

Matthew Welch's term as a Seat Number 5 member is due to expire on September 30, 2018.  Mr. Welch submitted an application for Board consideration of reappointment as a Seat Number 5 member of the Clay County Utility Authority Board.  Mr. Welch is eligible for reappointment.

 

Gregory Clary's term as a Seat  Number 6 member will be expiring on September 30, 2018 and is no longer eligible for reappointment.  James Starnieri submitted an application for Board consideration of appointment as a Seat Number 6 member to replace Mr. Clary as a member of the Clay County Utility Board.  Mr. Starnieri meets all criteria for reappointment.

 

Mona Gardella's term as a Seat Number 7 member is due to expire on September 30, 2018.  Ms. Gardella submitted an application for Board consideration of reappointment as a Seat Number 7 member of the Clay County Utility Authority Board.  Ms. Gardella is eligible for reappointment.
