The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

6.First Public Hearing to Consider Change to Article IV of the Land Development Code to Increase Impact Area for Major Projects (P.C. voted 5-1 to recommend approval)
Staff is proposing to amend Article IV of the Land Development Code to change the impact area for projects required to do a major traffic study.  The impact area is now one mile.  Staff recommends that it be expanded to three miles, which is what it was when the traffic concurrency requirements were first adopted.

7.Interlocal Agreement between Clay County and the Housing Finance Authority of Clay County - Anniston Meadows
Approval of the Interlocal Agreement between Clay County and the Housing Finance Authority of Clay County regarding Anniston Meadows, along with the accompanying Local Government Verification of Contribution Loan Form, for the purpose of constructing low-income senior housing. Funding Source: 116-0110-549800 (SHIP Fund / SHIP Program / Program Services) (C. Stewart)
8.Resolution amending the Purchasing Manual to add procedures related to Local Preference
Approval of Resolution amending the Purchasing Manual to add procedures related to Local Preference, giving preference to local businesses in the award of written quotes and bids.
9.SR23 Utility Work Agreement with the Florida Department of Transportation
Approval of the "Utility Work By Highway Contractor" Agreement with the Florida Department of Transportation (FDOT), regarding SR23 improvements from SR16 to the Shands Bridge, for a term to last through the duration of the construction of SR23, with FDOT funding the utility work.  Funding Source: Not Applicable
10.FY2018/2019 Funding Agreement for the Clay County Behavioral Health Center
Approval of the FY2018/2019 Funding Agreement with the Clay County Behavioral Health Center, for mental health, alcoholism and drug abuse services, for a term of one year, in the amount of $350,000.00. Funding Source: 105-2604-531400 (Co. Alcohol & Other Drug Abuse Fund / Drug Abuse & Education / Medical-Dental-Related Support) (S. Russ)
11.Bid #17/18-37, Household Hazardous Waste (HHW) Management Services
Approval to post notice of intent and award Bid #17/18-37, Household Hazardous Waste (HHW) Management Services to Perma-Fix of Florida, Inc., at unit prices submitted as needed.   Two bids were received. The low bidder is not considered a Responsible Vendor as defined in the Purchasing Policy and bid document, therefore staff recommends moving forward and awarding to Perma-Fix of Florida, Inc. Approval will be effective after 72 hour bid protest period has expired assuming no protest are received. Funding Source: 401-3802-534600 (Solid Waste Fund / Environmental Services / Temp Labor - Bill - Coll - Mgmt) (M. 12.RFP #17/18-40, Planning and Technical Services for Clay County Department of Emergency Management

Approval to accept staff's ranking of RFP #17/18-40, Planning and Technical Services for Clay County Department of Emergency Management and award to the number one ranked firm, Aptim Environmental & Infrastructure, Inc. at labor rates submitted, to be utilized as needed and approval of the contract with the selected firm.  Approval will be effective after 72 hour period for protest has expired.

1.  Aptim Environmental & Infrastructure, Inc. = 78.33

2.  Tidal Basin Government Consulting = 66.33

3.  Northeast Florida Regional Council = 60.33

A committee consisting of the Emergency Management Director, Emergency Management Coordinator, and the Information Services Director/911 Coordinator has performed the evaluation and ranking.

13.Flood Mitigation and Assistance Grant
The Division of Emergency Management is requesting the Board’s permission to proceed with the completion of an estimated 60 Flood Mitigation and Assistance (FMA) Grants which will be written to seek federal funding assistance for home elevations and acquisition and demolition projects for survivors of Hurricane IRMA.  These individuals and families experienced severe impacts to their homes as a result of flooding associated with this storm and require assistance in order to recover and mitigate their properties. 
14.Clay County Comprehensive Emergency Management Plan (CEMP)
The Division of Emergency Management is requesting the Board’s adoption of the Resolution and Promulgation formally recognizing the newly revised Comprehensive Emergency Plan by the county.  Said plan has been reviewed and approved by the State. Following approval by the county, the plan will be put before each municipality for their adoption.  Once these steps are completed, the plan will be considered compliant according to State Rule 27P-6.006(11).
