8.Approval of report and recommendation regarding civil action against Clay County (The Bank of New York Mellon v. Wager, et al., Clay County Case No. 2018-CA-967)
The County was served on October 24, 2018, as a defendant in the above-referenced case in which The Bank of New York Mellon seeks to foreclose a mortgage on certain real property located in Clay County, Florida. See attached memorandum.

The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

11.Briefing Regarding Transit Programs For Clay County Council on Aging Discussion - Doreen Joyner-Howard, FDOT
12.Continuation of Final Public Hearing to Consider Change to Article IV of the Land Development Code to Increase Impact Area for Major Projects (P.C. voted 5-1 to recommend approval)
Staff is proposing to amend Article IV of the Land Development Code to change the impact area for projects required to do a major traffic study.  The impact area is now one mile.  Staff recommends that it be expanded to three miles, which is what it was when the traffic concurrency requirements were first adopted.

14.Easement release for Lakeside Estates Unit 5
Easement release for Lot 10, Block 1 of Lakeside Estates Unit 5.  This release of easement is for 2778 Paces Ferry Road West and for the rear 10' easement.  The easement does not serve any benefit to the County or other utilties.
15.Proposed Drainage Easement for Earl Baxley Rd
Proposed Drainage Easement for Earl Baxley Rd - As part of the First Coast Expressway project, portions of properties were purchased near the end of Earl Baxley Road.  This road was is a prescriptive roadway.  This easement will abandon our prescriptive right to the portion of the road that dead ends and grant to the County a Drainage Easement for any stormwater runoff from the remaining portion of the prescriptive roadway.
16.Approval of Final Plat of Traceland Subdivision for Recording
Approval of the final plat of Traceland to be Recorded by the Clerk of Courts.
17.Contingency Transfer for New Division - Unincorporated Blight Remediation
Approval to transfer from General Fund reserves in the amount of $50,000.00 in order to create a division for unincorporated blight remediation. Funding Source: 001-9900-599100 (General Fund Reserve for Contingency) (S. Russ)

20.5:00 TIME CERTAIN, OR AS SOON THEREAFTER AS CAN BE HEARD - Consideration by or Public Hearing before the Board of County Commissioners of the Standing Committee's recommendation on the Town of Orange Park's Application for Certificate of Public Convenience and Necessity for Ambulance Service
The Clay County Department of Public Safety received an application from the Town of Orange Park for a Class E and F Certificate of Public Convenience and Necessity (COPCN). The application was to be presented to the designated Standing Committee on November 6, 2018 to hear the application, make findings and then provide a recommendation to the Board. At the November 6, 2018 hearing, the matter before the Standing Committee was continued to December 4, 2018.  (L. Mock)
