PLANNING AND ZONING
9.Final Public Hearing to Consider Rezoning Application Z-18-10 AR to PS-2 (6475 County Road 218) (Planning Commission voted 5-0 to deny).
The applicant is requesting a change in zoning to develop a campground/recreation park for RVs. Commission District 4, Mr. Rollins.
10.Final Public Hearing to consider amended application Z-18-08 to rezone from BA and AR to BB-2 at 3965 Scenic Drive on 0.668 acres. (Planning Commission voted 4-1 to approve).

12.Final public hearing to consider DRI Amendment 2018-04 Black Creek Mountain Bike Trail (Planning Commission voted 5-0 to approve)
Final Public Hearing to consider amending the Fleming Island Plantation DRI/Development Order to extend the termination date and the date before which the property shall not be downzoned; amend Map H from Wildlife Preserve to P1 on 53.5 acres; and to Amend Specific Conditions 4 and 12 to allow a mountain bike trail.  Fleming Island Planning District and Commission District 1, Mr. Cella.
13.Continue Public Hearing to consider Huntley PCD, located at 4465 US Highway 17 (Planning Commission voted 5-0 to continue).

The Planning Commission held a public hearing on December 4, 2018 and voted 5-0 to continue PCD 18-04, Huntley to January 3, 2019 or as soon thereafter as possible in order for the applicant to meet with the Fleming Island Advisory Committee.  Commission District 3, Ms. Hutchings.

22.Tourism Marketing Assistant/Specialist

Approval of the TDC recommendation of budget allocation for additional staff in the Tourism & Film Development Department.  The Tourism Marketing Assistant/Specialist will assist with tourism related reports, procurement/finance routing, database management (local businesses and tourism related media), event calendar content and content development for social media.  The budget in the maximum amount of $72,000.00 for this position will come out of Product Development. Approval to post notice of intent and award Bid #18/19-5, Camp Chowenwaw Jungle Trail Boardwalk and Fishing Pier Replacement to C & H Marine Construction, Inc. at a cost of $274,300.00 which includes Alternate amount of $48,100.00 for composite decking. The lowest bidder, P & G Construction, Inc. could not provide the proper license required in the bid.  Approval will be effective after 72 hour period for protest has expired.  Funding Source: 001-3201E-563000 (General Fund / Camp Chow DEP Grant / Infrastructure) (J. 32.5:00 P.M. or as Soon Thereafter - Public Hearing on the Town of Orange Park Application for Certificate of Public Convenience and Necessity for Ambulance Service (continued from November 13, 2018 BCC Meeting)

The Clay County Department of Public Safety received an application from the Town of Orange Park for a Class E and F Certificate of Public Convenience and Necessity (COPCN). The application was presented to the designated Standing Committee on December 4, 2018. The Standing Committee determined that a public hearing should be held before the Board on the application. (L.
