VIDEO4.Release of Code Enforcement Lien – 5993 Campo Drive
A lien reduction request was approved by the Board in May for the property at 5993 Campo Drive through a Voluntary Compliance Agreement (VCA).  The Board agreed to reduce the amount of the lien if the property was brought into compliance within 90 days.  The property is now in compliance and the lien amount (approved in the VCA) has been paid in full.

Approval of report and recommendation regarding civil action against Clay County (U.S. Bank National Association v. Cynthia Brown f/k/a Cynthia L. Fash, et al., Clay County Circuit Court Case No. 2016-CA-764)

 

The County has been joined as a party defendant to foreclose the lien of a mortgage held by the County that secures a note executed by Cynthia L. Fash in favor of the County in the amount of $17,500.00 (SHIP Mortgage).

The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

VIDEO8.Discussion regarding distance requirements for restaurants with on-site consumption of alcoholic beverages

During a rezoning hearing earlier this year, the Board had significant discussions related to the distance requirements for restaurants that serve alcoholic beverages where food sales are at least 51% of total sales. Several Board members expressed their desire to further discuss amending the code to revise the distance requirements for these types of restaurants. 

 

For discussion purposes, staff has drafted an ordinance (attached) to revise the Code to delete the distance requirements for restaurants that serve alcoholic beverages where food sales are at least 51% of total sales.

NEW BUSINESS
VIDEO9.Final Public Hearing to consider adoption of DRI Amendment 16-03, The Crossings at Fleming Island, Parcel 37 and DRI/DO time frames.
Public Hearing to Consider Adoption of DRI/DO Amendment 2016-03 Crossings Parcel 37.  The amendment would amend the DRI to allow 10-16 units per acre on Parcel 37 by amending Specific Condition 16.a., Exhibit D and Exhibit O.  It would also document DRI extensions that have been granted by the Florida Legislature and additionally extend the DRI by 4 years and 11 months.  These extensions are proposed as extensions that do not require a Notice of Proposed Change under Sections 380.06(19)(e)2 and 380.06(19)(c)1, Florida Statutes.
VIDEO10.Final Public Hearing to consider adoption of PUD 2016-04 Saratoga Springs to remove SBCC and update PUD

An amendment of the Saratoga Springs PUD amending the boundary of the PUD to remove a 20.9 acre parcel, owned by the School Board of Clay County, updating maps and land area totals to reflect the boundary change.  The total area of the PUD is amended to 2421.9 acres.  The amendment also updates the text of the PUD to correct some reference errors in Table 4, Detailed Permitted Uses.

VIDEO11.Final Public Hearing to consider adoption of CPA 2016-03, Traceland, amend land use from Rural Residential to Rural Fringe on 47.25 acres.
CPA 2016-03 is a large scale future land use map amendment from Rural Residential to Rural Fringe for 47.25 acres located at CR 315 and CR 315B.  If approved, the number of residential units permitted would increase from 47 to 141.  The subject property is located in Commission District 1.  The Clay County Utility Authority has placed an extension of water and sewer in their Capital Improvement Plan to service this area.

The petitioner proposes to amend the Tree Protection and Landscape Ordinance to reference that general standards may not apply if approved in a PUD Zoning District.

Final Public Hearing to Consider Rezoning Application Z-16-10 IS to IB 4627 CR 15 A. The applicant is requesting a change in zoning to create a culvert yard for storage and distribution.

The Rogers Towers law firm in Jacksonville currently represents the County in two lawsuits, and is requesting that the Board give consent for the firm to represent Moosehaven, Inc., in a possible dispute with the Property Appraiser related to property tax assessments for certain of Moosehaven's uses.
