VIDEO2.Satisfaction of Mortgage for David Goode
On December 31, 2008, the Clay County SHIP Program made a loan to David A. Goode and Heather E. Goode in the amount of $15,000.00.  This loan was funded through the First Time Homebuyer Down Payment Assistance Program.  This was made as a due on sale mortgage  with no forgiveness clause.  The Goode's recently sold their home and the second mortgage, in the amount of $15,000.00 has been re-paid to the county in full.  The homeowners are released from their obligation.

The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

VIDEO5.Final Public Hearing to Consider an Amendment to the Land Development Code Regarding Distance Requirements for Restaurants with Onsite Consumption of Alcohol

In Clay County, restaurants that serve alcoholic beverages must meet minimum distance requirements from religious institutions and public/private schools.  The attached ordinance proposes to revise the Code to delete the distance requirements for restaurants that serve alcoholic beverages where food sales are at least 51% of total sales.

Accept the County's Agent of Record recommendations for employee benefits insurance as follows:

  • Extend the administrative agreement with Florida Blue.
  • Renew the stop loss coverage with Florida Blue and keep the same terms of coverage.
  • Renew dental insurance with MetLife.
  • Renew life insurance coverage with The Standard

Final Public Hearing to consider adoption of CPA 2016-05 amending the Future Land Use Map from Planned Community (PC) to Rural Fringe (RF) on 20.9 acres located on west side CR 315 at Shedd Road.  Located in Green Cove Springs Planning District, Commission District 1, Mr. Davis.

The Clay County School Board is requesting a rezoning for a 20.9 acre parcel from PUD (planned unit development) to PO-1 (public ownership) for the Saratoga Springs DRI school site.

Bear Bay Timber Company LLC, William McArthur Trustee and Hawks Swamp LLC are requesting that the Board consider for rezoning application Z-16-11, consisting of approximately 4,615.36 acres being rezoned from AG (agriculture) to AR (agriculture residential) for uses permitted.

The Clay Soil and Water Conservation District requests an amendment to the Land Development Code to delete reference of District approval of ponds less than one acre.
