R. 214 and award to the number one ranked firm, England - Thims & Miller, Inc.  Approval will be effective after 72 hour period for protest has expired.

Approval of recommendation to award Bid #17/18-39, Thunderbolt Road Park Project (Fleming Island Baseball Park) to Besch and Smith Civil Group, Inc. in the amount of $2,395,642.85 which includes Alternate 1, Little League field and Alternate 2, additional parking lot.  Approval will be effective after 72 hour bid protest period has expired.  Funding Source: 305-6063-563000 (Capital Improvement Proj. / F. The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

Agreement between Clay County and Urban Jacksonville, Inc. d/b/a Aging True Community Senior Services to provide funding for services rendered in connection with the Older Americans Act; and divisional transfer to support it.
15.Agreement between Clay County and Jacksonville Transportation Authority & Divisional Transfer
Agreement between Clay County and Jacksonville Transportation Authority to provide funding for services rendered in connection with the Transportation Disadvantaged Program; and the divisional transfer to support it.
16.Agreement between Clay County and the Clay County Council on Aging & Contingency Transfer
Agreement between Clay County and the Clay County Council on Aging to provide funding for transitional expenses; and the contingency transfer to support it.
17.1st Amendment & Modification to Commodities Distribution Agreement with Challenge Enterprises of North Florida, Inc. & Funding to Support

Approval of the First Amendment and Modification to Agreement No. 2018/2019-7 with Challenge Enterprises of North Florida, Inc., for additional services and compensation regarding the full management of the Commodities Distribution Program, for an additional cost of $18,252.75 during the period of January 1, 2019 through September 30, 2019.  This Amendment also allows for in-kind motor vehicle maintenance services in the amount of $20,000.00 which is in connection with the transportation services that will be provided by Challenge Enterprises for certain individuals with disabilities.  Additionally, approval is requested for the divisional and contingency transfers to support it.
