The applicant  requested a change in zoning to develop a campground/recreation park for RVs.  Commission District 4, Mr. Rollins.

Final public hearing to consider small scale amendment, CPA 2018-14, amending from Agriculture to Rural Residential on 10 acres located at 5870 CR 209 South.    The total acres of small scale amendments if approved would be 10.56 acres if all small scale amendments on this agenda are approved.  The subject property is in the Green Cove Springs Planning District and in Commission District 1, Mr. Cella.
20.First Public Hearing to Consider Transmittal of Large Scale Amendment 2018-15 to amend from Urban Core to Commercial, 1775 Kingsley Avenue (PC voted 5-0 to approve)
First Public Hearing to consider transmittal of a large scale amendment to the 2040 Comprehensive Plan from Urban Core to Commercial on 15.6 acres, located at 1775  Kingsley Avenue, in Commission District 3, Ms. Hutchings.
21.Final Public Hearing to consider Z-18-09, rezone 0.688 acres from BA to BB-3 at 8744 SR 21, Melrose. (PC voted 5-0 to deny).
Final Public Hearing to consider rezoning from BA to BB-3 on 0.688 acres located at 8744 SR 21, Melrose.  Located in Planning District 7, Keystone Heights, Commission District 4, Mr. Rollins.
NEW BUSINESS
22.Discussion of Appointment to the Clay County Historic Preservation Board
Howard Fryer (District 5) and Jennifer Eason (District 1) have both submitted applications for Board consideration of appointment as an At-Large member to the Clay County Historic Preservation Board.
23.Discussion of Appointment to the North Florida TPO/Citizen Advisory Committee
Paul Casanova and Howard ("Bo)" Norton submitted applications for Board consideration of appointment as a Clay County At-Large member to the North Florida TPO Citizen Advisory Committee.  This seat was previously filled by Sandra Brooks.
24.Discussion of Appointments to the Clay County Planning Commission

Joe Anzalone's term as a District 2 member expired on January 1, 2019.  Mr. Anzalone submitted an application for Board consideration of reappointment as a District 2 member of the Planning Commission. 

 

Ralph Puckhaber's term as a District 5 member expired January 1, 2019.  Mr. Puckhaber submitted an application for Board consideration of reappointment as a District 5 member of the Planning Commission.

 

Mary Bridgman's term as an At-Large member expired on January 1, 2019.  Ms. Bridgman submitted an application for Board consideration of reappointment as an At-Large member of the Planning Commission. 

 

Additionally, applications were received from Brice Bursey (District 4), Brian Kraut (District 5) Anthony Nix (District 4), and Caitlin Nix (District 4), for Board consideration.

 

Members do not have to live in their District.

32.Acceptance of Resignation from Kathy White, Tourist Development Council
Kathy White, Hotelier and member of the Tourist Development Council, notified the Board that she will be retiring after many years of service in the hospitality industry and must step down from her Seat on the TDC.
