The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

7.Discussion of Road Maintenance Assessment
The Infrastructure Committee requests discussion of providing notice to developers of residential subdivisions regarding establishment of a municipal service benefit unit or other special assessment/fee system for the funding of maintenance of subdivision roads.

8.Final Public Hearing to consider Z-18-11 rezone from BA-2 and RB to PS-1, 393B College Drive (PC voted 7-0 to approve)
Consider rezoning from BA-2 and RB to PS-1 on 2.43 acres located at 393B College Drive, located in the Doctors Inlet/Ridgewood Planning District, Commission District 5. Mr. Hendry.
9.Final Public Hearing To Consider Rezoning Application Z-18-17 BB-5 to BB-2, 3293 US Hwy 17 (PC Vote 7-0 to Approve)

NEW BUSINESS
10.Derelict Vessel Removal Grant Application to the Florida Fish and Wildlife Conservation Commission (FWC)

Approval of Derelict Vessel Removal Grant Application to the Florida Fish and Wildlife Conservation Commission (FWC) for the removal of a 85' Cabin Cruiser located in the Muddy Cove area of the St. Johns River. The estimated cost of removal is $172,805.00. The grant requires a 25% match ($43,201.25) which staff proposes utilizing Boater Improvement Funds. 

Additionally, request that the Board delegate authority to the Acting County Manager and Project Manager to apply and administer the grant project on behalf of the Board. Funding Source: 103-3298-549100 (FL Boating Improv Fund - FL Boating Improv - Oth Current Charges) (K. Thomas)

11.Proposed resolution acknowledging receipt by the Board of a resolution adopted by the Board of District Trustees of the Lake Asbury Municipal Service Benefit District calling a special election for the purpose of electing members of the MSBD Board for certain seats thereon, approving and ratifying the resolution of the MSBD Board, and joining in calling the special election
12.Thunderbolt Road Park Project Agreement
Approval of the Thunderbolt Road Park Project Agreement with Besch and Smith Civil Group, Inc., for a term of 180 days from commencement, in the amount of $2,395,642.85. Funding Source: 305-6063-563000 (CIP Fund / F.I. Baseball Park / Infrastructure) (J. Householder)
13.Approval of Alcoholic Beverage Permit Application
The Northeast Florida Scottish Games Festival is requesting approval of their application for an Alcoholic Beverage Permit to allow the sale and consumption of beer and wine at the Scottish Games to be held at the Clay County Fairgrounds on 23 February 2019.   The organization has met the conditions for issuance and is awaiting the Board's consideration. 14.Ham Jam 2019
Ronnie Munsey, Ham Jam event organizer, is requesting the Board's consideration for a change and/or exemption to the current alcohol ordinance for the Paul E. Reinhold Agricultural Fairgrounds for Ham Jam 2019. (J. Householder)
15.Energy Audit/Energy Performance Contracting Services
Discussion regarding Request for Energy Audit/Energy Performance Contracting Services.  The attached document includes a draft scope of services, proposal submission requirements and proposal timeline.
