9.Final Public Hearing to Consider Proposed Amendment DRI 19-01 to Amend Fleming Island Plantation DRI to Allow for a Pet Boarding Facility (Planning Commission voted 6-0 to approve)

Final Public Hearing to consider DRI 2019-01 amending the Fleming Island Plantation DRI to amend the DRI to extend the termination date and downzoning date, to amend Map H to create Parcel 14A, to establish conditions for a Pet Boarding facility on Parcel 14 A, and to adopt a PUD Site Plan for Parcel 14A. (Commissioner Cella, District 1.)

10.Final Public Hearing to Consider Rezoning PUD 19-01 FIP Pet Boarding Facility (Planning Commission voted 6-0 to approve)

Final Public Hearing to consider rezoning from PUD to PUD, on 2.18 acres located at US 17 and Fleming Plantation Boulevard.  Located in Planning District 4, and in (Commissioner Cella, District 1.)

11.Public Hearing to Consider Amendments to the Land Development Code, Articles I and III Pertaining to Borrow Pits and Private Ponds (BCC Continued to April 9, 2019 and Approved a Declaration of Zoning in Progress)
The proposed amendments to the Land Development Code modify the permitting process for borrow pits and private ponds and require certain conditional uses to gain Board approval.
12.Final Public Hearing to Consider Adoption of CPA 2018-13 - Water Supply Facilities Work Plan
Final Public Hearing to consider adoption of CPA 2018-13 to amend policies related to future water planning in the Community Facilities and Capital Improvements Elements of the 2040 Comprehensive Plan and to adopt the Water Supply Facilities Work Plan (2018-2030).
NEW BUSINESS
13.Second Amendment to Land Commitment Terms
Approval of a five year extension of site commitment terms for a new County Health Department building should the State legislature approve funding for construction.  Approval to waive the Purchasing Policy as it may apply is requested as this item was not submitted through the Finance & Audit Committee.
14.Fifth Renewal to Agreement/Contract #13/14-100 with the Clay County Economic Development Corporation
Approval of sole source designation and  the Fifth Renewal to Agreement/Contract #13/14-100 with the Clay County Economic Development Corporation, for the coordination of economic development services, for the term of 10/1/2018 - 9/30/2019, in the amount of $100,000.00. Funding Source: 001-0100-534000 (General Fund / County Commission / Other Contractual Services) (C. Stewart)
15.Removal of Uncollectable Ambulance Billing
Approval to remove uncollectable ambulance billing accounts from the years 2013 through 2015. Funding Source: Not Applicable (D. Sileo)
16.Operational Changes to Animal Services

Proposed operational changes to Animal Services:

    1. Managed Admissions.

    2. Eliminate stray cat hold time if cat has no identification.

    3. Approve the addition of a new Veterinarian Technician II

    4. Approve the reclassification of an ACO to a dispatcher/ACO

    5. Discussion on needs assessment for a new building
