3.Report and recommendation regarding civil action against Clay County (JPMorgan Chase Bank, N.A. v. Whitney Lane Hayton-Stoddard, et al., Clay County Circuit Court Case No. 2019-CA-695)
The County was served on July 3, 2019, as a defendant in the above-referenced case in which JPMorgan Chase Bank, N.A. seeks to foreclose a mortgage on certain real property located in Clay County. See attached memorandum.
4.Report and recommendation regarding civil action against Clay County (United States of America acting through Rural Housing Service v. The Unknown Heirs, Grantees, Devisees, Lienors, Trustees, and Creditors of Debra L. Hyatt, a/k/a Debra Lynn Hyatt, Deceased, et al., Clay County Circuit Court Case No. 2019-CA-710)
The County was served on July 10, 2019, as a defendant in the above-referenced case in which the Plaintiff seeks to foreclose a mortgage on certain real property located in Clay County, Florida. There is no interest of the County to defend in this proceeding (see attached memorandum.) 
5.Report and recommendation regarding civil action against Clay County (Loancare, LLC v. Deanna Bielecki; Matthew J. Bielecki, et al., Clay County Circuit Court Case No. 2019-CA-747)
The County Attorney’s Office accepted service on behalf of the County of a summons and a copy of a complaint naming the County as a defendant in the above-referenced case. In the complaint, Loancare, LLC, seeks to foreclose a mortgage on certain real property located in Clay County, Florida. The County holds a SHIP mortgage on the property. See attached memorandum.
6.Report and recommendation regarding civil action against Clay County (US Bank, N.A. v. Kenneth A. Vogel; Christina M. Vogel, et al., Clay County Circuit Court Case No. 2019-CA-722)
The County was served on July 16, 2019, as a defendant in the above-referenced case in which US Bank, N.A., seeks to foreclose a mortgage on certain real property located in Clay County, Florida. The County holds a SHIP mortgage on the property. See attached memorandum.
7.Acceptance for Final Plat for Recording-Royal Pointe Unit 2B

 

8.Finance Business
The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

OLD BUSINESS
10.Approval of transfer of property located at 4095 Pier Station Road East, Green Cove Springs, Florida, under the provisions of Florida Statutes 125.35(2)

At its meeting on June 25, 2019, the Board accepted a bid from an adjacent property owner to buy the referenced property. The transaction is now ready to close. Attached are a deed and closing statement for the Board's approval and execution.

11.Appointment of Members to the 2019 Value Adjustment Board
It is necessary to begin the organizational process for the 2019 Value Adjustment Board (VAB). The BCC must select two commissioners and one citizen member to serve on the VAB. (See attached memorandum)
12.Development Agreement between Clay County and Clay County Utility Authority for Thunderbolt Park
Approval of the Developer Agreement with CCUA for the connection and service of water and sewer utilities to Thunderbolt Park.
13.Discussion Regarding Hurricane Irma Voluntary Home Buyout Program and Approval of Resolution related thereto
