| DATE: 9/12/2018 | | | | | FROM: Karen Thomas, Administrative & Contractual Services | | | | | SUBJECT: Approval to post notice of intent and award Bid #17/18-37, Household Hazardous Waste (HHW) Management Services to Perma-Fix of Florida, Inc., at unit prices submitted as needed. Two bids were received. The low bidder is not considered a Responsible Vendor as defined in the Purchasing Policy and bid document, therefore staff recommends moving forward and awarding to Perma-Fix of Florida, Inc. Approval will be effective after 72 hour bid protest period has expired assuming no protest are received. Funding Source: 401-3802-534600 (Solid Waste Fund / Environmental Services / Temp Labor - Bill - Coll - Mgmt) (M. Towns)

| | | | | | | | | BACKGROUND INFORMATION: | Bid provides proper identification, collection, handling, consolidation, packaging, transportation, treatment, storage and disposal of household hazardous waste accepted by the County.
As further described in the memo attached, Care Environmental Corp. has several active violations including improper storage, handling, and documentation of hazardous waste, as well as failure to comply with Hazardous Waste Act & Rules and failure to provide an approvable assurance mechanism for the past several years. Care Environmental Corp. has been assessed fines for these violations and to date the fines have not been paid and the violations have yet to be resolved. This creates a liability for the County as the County is responsible for materials even after these materials are removed from our facility until proper disposal. |
