| | | | | | | | | BACKGROUND INFORMATION: | | Clay County has utility easements along US17 that are affected by the SR23 project. The City of Green Cove Springs maintains these utilities at their expense. FDOT will relocate these facilities and release the new locations to the County as the owner and the City of Green Cove Springs as the maintenance entity. |
