This is a change in language to amend the text of Conservation Element Policy 2.1 in order to delete reference to the requirement for setback language that only applies to parcels with existing bulkheads permitted by the SJRWMD or FDEP prior to October 1, 2003.

The policy regulates building setbacks along waterfronts, but as currently written only applies to existing bulkheads permitted prior to October 1, 2003.  As written, this date is arbitrary and there is no basis for this requirement.  Staff is proposing to delete the requirement that bulkheads must be permitted prior to October 1, 2003.  We received no comments from the reviewing agencies.
