BACKGROUND INFORMATION:

The Rosemary Hill Solid Waste Management Facility (SWMF) currently receives waste generated outside of Clay County. This includes municipal and residential garbage, construction and demolition debris, yard trash, and waste tires. Hazardous wastes are not accepted. Out-of-county users are charged the regular tipping fee rate for disposal. The 20 plus year long term practice of taking out-of-county waste at the SWMF began sometime after the closure of the Rosemary Hill Class I Landfill in 1999.

Economically, additional revenue is received from non-county users which helps to offset operational costs that would otherwise be charged to Clay County users. Net revenue after hauling and disposal costs was approximately $54,000 for Fiscal Year 2016-17 and $78,000 for FY 17-18. A net of about $75,000 is projected for FY 18-19. The SWMF has ample capacity to handle the extra volume of waste, 11,000 tons annually.

The practice of accepting out-of-county waste at the Rosemary Hill SWMF conflicts with the Solid Waste Franchising and Collection Ordinance No. 90-24 which prohibits the disposal of waste generated outside of the county at a place within the county.
