BACKGROUND INFORMATION:
1. RFQ No. 21/22-47, Continuing Architectural/ Engineering Consulting for Parks and Recreation (K. Smith/J. Pierce)

Approval to accept staff's ranking and selection of the top 4 ranked firms for RFQ No. 21/22-47, Continuing Architectural/Engineering Consulting for Parks and Recreation Projects. Approval will be effective after the 72 hour protest period has expired.

A committee consisting of the Interim Director of Parks and Recreation, Building Director, and Facilities Construction Manager, performed the evaluation and rank of the responses received. If desired, the Board may request presentations from the firms. Agreements will be negotiated and brought back to the Board for approval. The term of the negotiated Agreements will be for two years with individual project task issued by Work Orders.

2. First Amendment to Cooperative Agreement #2016/2017-141 with St. Johns River Water Management District re: Black Creek Water Resource Development Project (C. Grimm)

Approval of the First Amendment to Cooperative Agreement No. 2016/2017-141AM1 with St. Johns River Water Management District regarding Black Creek Water Resource Development Project. This Amendment extends the term of the Agreement for a period of three years (10/5/2025) and adds Exhibit B which contains the location of the Recreation Amenity (kayak launch) to be constructed by the District prior to the termination of the Agreement.

 

3. First Renewal to the Lease Agreement No. 2011/2012-167 with the Clay County School Board Re: Neptune Park (J. Pierce)
Approval of the First Renewal to the Lease Agreement No. 2011/2012-167 RN1 with the Clay County School Board Regarding Neptune Park extending the lease for an additional ten year term. Current lease is due to expire Sept. 20, 2022.
4. Fourth Amendment to Agreement No. 2020/2021-103 with the State of Florida, Department of Juvenile Justice, SWEAT Funding Contract #10686 (M. Mosely)

Approval of the Fourth Amendment to Agreement No. 2020/2021-103 AM4 with the State of Florida, Department of Juvenile Justice related to the Sheriff's Work Ethic and Training (SWEAT) Program Funding Agreement, and additional approval of the accompanying Budget Resolution. This amendment includes updated Federal contract language and increases the contract funding total to match Legislative Appropriation for the State's FY22/23.

5. Eighth Renewal to Agreement No.98/99-80, Interlocal Agreement for Disbursement of Operational Funding at the St. Johns River State College Performing Arts Complex (K. Morgan)

Approval of Eighth Renewal to Agreement No.98/99-80 RN8, Interlocal Agreement for disbursement of operational funding at the St. Johns River State College (SJRSC) Performing Arts Complex with the District Board of Trustees, in the amount of $125,000 for each fiscal year. The term of this Amendment is Oct. 1, 2022 - Sept. 30, 2024. Approval is contingent upon approval of the FY22/23 Budget.

6. First Amendment to Memorandum of Understanding Agreement #2021/2022-173 between Jacksonville Transportation Authority and Clay County Re: Transit Study (T. Nagle)

Approval of the First Amendment to the Memorandum of Understanding Agreement No. 2021/2022-173 AM1 between Jacksonville Transportation Authority to modify the completion date from January 2023 to 9 months from kick off meeting and change the County's total not to exceed amount portion from $100,000 to $125,000. Approval is contingent upon approval of FY 22/23 Budget.

7. Grant Agreement with the State of Florida Department of Environmental Protection Re: Clay County Flooding Vulnerability Assessment (M. Mosley)

Approval of Grant Agreement with the State of Florida Department of Environmental Protection regarding the Clay County Flooding Vulnerability Assessment in an amount not to exceed $400,000.00 (DEP Number 22PLN05). Additional approval of Accompanying Budget Resolution.

 

 

8. Sixth Modification to Sub-grant Agreement No. 2016/2017-125 with the Florida Department of Division of Emergency Management under the Hurricane Loss Mitigation Program (J. Ward/M. Mosley)

Approval of the Sixth Modification of Sub-grant Agreement No.2016/2017-125 MOD6 with the Florida Department of Division of Emergency Management under the Hurricane Loss Mitigation Program increasing the funding by $46,919.00 and extends the Subgrant Agreement through 9/30/2023. Additional approval of the accompanying Budget Resolution.

 

9. Budget Resolution for FY22 Kia Pet Adoption Grant Award (M. Mosley)

Approval of Budget Resolution in the amount of $4,000.00 awarded from Petfinder Foundation 2022 Kia Pet Adoption Grant to be used to provide no-cost adoptions of adult cats and dogs.
