A.)       COMP0323-00002

This application is a Small-Scale Comprehensive Plan Amendment to the 2040 Future Land Use Map (FLUM). The application would change the Future Land Use (FLU) designation of two (2) parcels of land from Rural Residential to Commercial.

 

B.)       PUD- 0323-00003

This application is a Rezoning of two (2) parcels from AR (Agricultural/Residential District) to PCD (Planned Commercial Development District).

BACKGROUND INFORMATION:

This is a request to amend the future land use map amendment for two parcels totaling 7.5(+/-) acres from Rural Residential to Commercial.   There is a companion application to amend the Zoning Atlas for both parcels to Planned Commercial Development.  The parcels have approximately 450 ft of frontage in total on C.R. 315.  C.R. 315 is in the process of being widened under the County Bonded Transportation program and will be renamed Cathedral Oaks Parkway.

 

Immediately east of the subject properties is land designated Industrial on the FLUM and zoned Industrial Select.  The subject properties are bordered by CSX rail line to the west and south.  Immediately west of the rail line is property owned by Clay County which is zoned PO-3 and is used by Building Maintenance and Parks & Recreation.  The proposed land use amendment and companion zoning change are being requested to facilitate the development of a commercial/flex-space warehouse project.

 

Planning Commission voted 5-0 to recommend approval Land Use change from Rural Residential to Commercial.

 

Planning Commission voted 3-2 to recommend approval of the rezoning application from Agricultural/Residential to Planned Commercial Development.

 

(PLEASE NOTE:  According to Sec. 163.3174, Florida Statutes, the School Board Representative should only vote on items that increase residential density and should not have voted on either item. Therefore, the PC vote was 4-0 for the land use change and 2-2 for the requested rezoning.)
