Providing quality waste collection throughout the County is a key element of the County’s solid waste disposal and recovery system. Because of overriding public health, safety and welfare concerns associated with providing this service, it is necessary to regulate the collection and hauling of non-residential solid waste through franchising of these services. The Clay County Solid Waste Franchising and Collection Ordinance 90-24 regulates solid waste services in order to protect the environment and the citizens and businesses of Clay County. Franchising ensures that services are performed in an environmentally responsible manner, that waste is disposed of properly at the Rosemary Hill Solid Waste Management Facility, that customer complaints are responded to, and that public streets and right-of-way property is protected.

The ordinance stipulates that no application for franchise may be submitted to the County unless the Board has first solicited for application. There are currently 31 franchisees authorized to work within the County. Many of the franchise agreements expire September 30, 2023. The option to extend the term of the agreement for one year is available for some while others, without an option to extend, will need to re-apply for their franchise. A number of service providers have requested the opportunity to be granted a franchise. The County’s solicitation for franchise applications would offer these providers that opportunity.
