SUBJECT:

1) Approval of budget amendment resolution accepting $21,293,566 in American Rescue Plan Act funds assisting those negatively impacted by COVID-19. Funding Source: 157-157-331629 (American Rescue Plan Fund Revenue / American Relief Plan - Federal) 

 

2) Approval of budget amendment resolution accepting $5,238,464 for Emergency Rental Assistance of those negatively impacted by COVID-19. Funding Source: 156-156-331628 (Emergency Rental Assistance Fund Revenue / Emergency Rental Assist. Grant 2)

 

3) Approval of General Fund (001) transfers from the Buildings and Grounds Maintenance Division to the Parks & Recreation Division for improved lighting at the Fairgrounds arena and staging area. Funding Sources: 001-1202-546100 (General Fund / Buildings Maint. / Repairs & Maint.) and 001-3201-546100 (General Fund / Parks & Rec / Repairs & Maint.)

 

4) Approval of a transfer from Transportation Trust Fund (101) Contingency Reserves in the amount of $350,000 for road and shoulder improvements on County Road 209 from County Road 315B to Henley Road. This amount will bring budgeted amount up to the contract amount. Funding Source: 101-9901-599100 (Transportation Trust Fund / Reserve-Contingency)

BACKGROUND INFORMATION:

1) On March 11, 2021, Congress passed and President Biden signed the American Rescue Plan Act of 2021 establishing a new Coronavirus Relief Fund allocated to governments to address necessary expenditures incurred due to Covid-19. Clay County was allocated $42,587,131. On May 10, 2021 the U.S. Department of the Treasury announced its plans to disburse the first half of the allocation ($21,293,566 for Clay County).

 

2) Congress also approved the allocation of funds to assist individuals negatively affected by Covid-19 to assist with rent for housing. $5,238,464 was allocated to Clay County.

 

3) A project to replace the lighting fixtures at the fairgrounds arena to improve the overall lighting in the arena as well as the staging area. Project total is $306,000. The transfer will consolidate the budget to one division.

 

4) $748,937 was originally budgeted for this project, however, bids came in higher than expected necessitating a budget increase of $350,000.
