6.Memorandum of Understanding Re: Florida 911 Region 3 Next Generation 911 Routing Project (D. Hane/D. Barro)

Approval of the Memorandum of Understanding (MOU) regarding a Joint Regional Next-Generation 911 Routing Project between Florida 911 Region 3 Counties which includes Alachua, Baker, Bradford, Clay, Columbia, Dixie, Duval, Flagler, Gilchrist, Levy, Marion, Nassau, Putnam, St. Johns, and Union Counties, establishing the framework through which each individual county will collaborate to implement the 911 project to allow for improved 911 services across jurisdictional boundaries.

A) Approval of Fire Hazmat Sustainment Federally Funded HSGP Subaward and Grant Agreement with State of Florida, Division of Emergency Management (FDEM) Fire Hazmat Sustainment (FY22, R0607) to purchase hazmat equipment. The award amount / maximum reimbursement amount is $99,051.00

Approval of Budget Resolution in the amount of $19,207 to establish budget for the Florida Department of Health, Emergency Medical Services (EMS) County Grant C1010 awarded on December 19, 2022 to purchase 6 video laryngoscopy.

9.State and Federal Grant Applications for County Projects (M. Mosley)

Approval to submit the following grant applications:

  1. Florida Department of Economic Opportunity Job Growth Grant – Infrastructure Project – Project Gator – Requests $4,750,000 for engineering, construction and CEI for CR 218 improvements and new construction of Pringle Road related to Project Gator.
  2. FEMA Assistance to Firefighters Grant – Requests $132,166.25 to purchase two air compressors with storage cabinets for self-contained breathing apparatuses (SCBA) at Fire Station 11 and Fire Station 20; if awarded, the County would provide a $3,388.75 match. The Grants Division requests authorization for the Fire Chief to submit the application through the FEMA GO grants portal.
  3. State of Florida Emergency Medical Services Matching Grant – Requests $64,683 to send 12 firefighters to paramedic school; if awarded, the County would provide a $21,561 match.

11.Bid No. 22/23-19, SHIP Demolition and Reconstruction Project - Allen Lane, Orange Park (T. Sumner)

A.) Approval to post Notice of Intent and award Bid No. 22/23-19, SHIP Demolition and Reconstruction Project - Allen Lane to Maxxim Construction and Roofing in the amount of $185,000.00.  Approval will be effective after the 72-hour protest period has expired.

 

B.) Approval for the maximum award under the demolition and reconstruction strategy in the Clay County SHIP Program's Local Housing Assistance Plan (LHAP) be waived.   All bids received were over the allowed maximum award amount of $170,000.00.

Each year the TPO requests that local governments submit their List of Priority Projects (LOPP) and their Unified Planning Work Program (UPWP) for the coming year.

 

A. Adopt the recommendation list of Clay County priority projects.

C. Authorize staff to apply for Grant opportunities that are related to any projects included on the TPO lists.
