ratification by the Board for various warrants and disbursements in order
to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.
7.Grant Agreement with the Florida Wildlife Commission for Derelict Vessel Removal (M. Mosley)

A.) Approval of Grant Agreement with the Florida Fish and Wildlife Conservation Commission in the amount of $130,000 for the removal of three derelict vessels. 

B.) Approval of accompanying Budget Resolution

Approval to post the Notice of Intent to Award for Bid No. 22/23-4, Derelict Vessels Removal to Legacy Dock and Marine Construction, LLC in the amount of $130,000.00. Approval of award will be effective after the 72 hour protest period has expired. All work will be completed with 120 days from Notice to Proceed.

Approval of the Third Amendment to Agreement 2020/2021-228 for Professional Engineering Design Consultant Services for the Bonded Transportation Program Construction Management at Risk Group #1 with GAI Consultants, Inc. amending the agreement to address operational improvements in the amount of $248,628.35 related to Project 3.

Approval of Fourth Amendment to Agreement 2020/2021-228 for Professional Engineering Design Consultant Services for the Bonded Transportation Program Construction Management at Risk Group #1 with GAI Consultants, Inc., amending the agreement to include design and post-design services in the amount of $35,303.54 related the design of utility work for CCUA.  Such services are in accordance with the CCUA Interlocal Agreement for utility construction in relation to CMAR Group #1, Project 4.

Approval of the Eighth Amendment to Agreement 2020/2021-213 for Professional Engineering Design Consultant Services for the Bonded Transportation Program Construction Management at Risk Group #2 with Jacobs Engineering Group Inc. in the amount of $250,373.64.

Approval of the following Reservation and Sales Agreements for the purchase of Herbaceous Credits for the Bonded Transportation Program related to Project 5 (CR 220 from Baxley Road to Henley Road):

A.) Reservation and Sales Agreement between the County and Longleaf Mitigation Development Company, LLC related to Bonded Transportation Program Project 5 in the amount of $45,000 for Federal WRAP Herbaceous Credits.

B.) Reservation and Sales Agreement between the County and St. Mark’s Pond Property, LLC related to Bonded Transportation Program Project 5 in the amount of $130,000 for State Herbaceous Credits.

16.First Amendment to Agreement No. 2021/2022-261 with Kayak Bass Fishing, LLC for Tournament Series and Media Promotion (K. Morgan)

Approval of the First Amendment to Agreement No. 2021/2022-261 with Kayak Bass Fishing, LLC for Tournament Series and Media Promotion reducing services and cost to $50,000.00 and extending the term until December 31, 2024.

20.Participation in the Urban Areas Security Initiative (UASI) Grant Program for the Jacksonville Metropolitan Statistical Area (M. Mosley)
Authorization to participate in the Urban Areas Security Initiative (UASI) Grant Program and have the Jacksonville UASI Executive Committee submit two project requests on behalf of Clay County: (1) a two-day full-scale special event training exercise involving multiple public safety partners and (2) increasing security camera capacity at the Clay County Fairgrounds.

This application is a Small-Scale Comprehensive Plan Amendment to the 2040 Future Land Use Map (FLUM). The application would change the Future Land Use (FLU) designation of two (2) parcels of land from Urban Core-10 to Urban Core-16.

 

B.) PUD-2022-11

This application is a Rezoning of two (2) parcels from AR (Agricultural Residential) to PUD (Planned Unit Development).
