3.Finance Business
The Finance Department business is submitted to request approval and
ratification by the Board for various warrants and disbursements in order
to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.
4.Renewal of COPCN for Clay County Fire Rescue Department/Clay County Public Safety (J. Boree)
5.Advance Payment for the Purchase of Public Safety Vehicles (C. LeRoy)

Approval of advance payment for the following purchases from Ten-8 Fire & Safety LLC utilizing Sourcewell Contract pricing.  Quotes attached include a pre-payment discount.  A performance and payment bond will be required from Ten-8 prior to advance payment. 

 

A.) Advance payment in the amount of $499,927.00 for purchase of one (1) Pierce Freightliner Tanker Stock Unit 39460.

 

B.) Advance payment in the amount of $1,510,471.00 for purchase of two (2) Pierce Saber Pumpers.

6.Budget Resolutions for Grants under $50,000 (M. Covey)

Approval of the following Budget Resolutions to establish budgets for Grants under $50,000.

 

A) 2023 Dog Field Trip Grant: Establish budget for revenue received from Petfinder Foundation in the amount of $900.00. This grant supports the cost of necessary pet items for volunteers of the temporary dog-foster program and vests that advertise the foster and adoption services of Clay County Animal Services.

B) FY24 Clay County Mosquito Control Grant: Establish budget for revenue received from the Florida Department of Agriculture and Consumer Services in the amount of $37,748.53. The funds are to be used for mosquito control operations within Clay County.

7.Nomination Criteria for Veteran & Volunteer of the Year (G.Gunn)
Approval of Clay County Veteran of the Year nomination criteria and Clay County Volunteer of the year nomination criteria.
8.CDBG Home Rehabilitation Application (G. Gunn)
Approval of Community Development Block Grant Application for housing program assistance for Clay County residents. 
9.Florida Recreation Development Assistance Program (FRDAP) Grant Agreement with the State of Florida Department of Environmental Protection re: Moccasin Slough (M. Covey)

Approval of FRDAP Grant Agreement (A2481) with the State of Florida Department of Environmental Protection in the amount of $200,000.00 for the construction of the Moccasin Slough Multi-Use Trail.  This is a cost-reimbursement grant with a matching requirement of $200,000. The grant expires on June 30, 2026.

10.Delegation of Authority Letter related to Federally-Funded Subaward and Grant Agreement with the Florida Division of Emergency Management for DR-4734-Hurricane Idalia (M. Covey)
Approval of Delegation of Authority Letter delegating the County Manager as the Authorized Agent to execute agreements and/or documents related to Federally Funded Subaward and Grant Agreements with the Florida Division of Emergency Management awarded to Clay County for DR-4734-Hurricane Idalia.

11.First Renewal and Third Amendment to Agreement No. 2020/2021-97 for Preventative Generator Maintenance with TAW Power Systems, Inc. (K. Smith)

Approval of the First Renewal and Third Amendment to Agreement No. 2020/2021-97 for Preventative Generator Maintenance with TAW Power Systems, Inc. (TAW) in the amount of $54,426.85 for the annual maintenance and inspections for all County generators.  Agreement is amended to include four (4) generators to the list, which increases the preventative maintenance cost by $5,459.24 annually and to renew the Agreement for an additional one-year term.

13.First Modification to Subgrant Agreement No. 2021/2022-235 with Division of Emergency Management regarding the Emergency Management Performance Grant (EMPG) Program (M. Covey)

A) Approval of the First Modification to Subgrant Agreement No. 2021/2022-235 with the Division of Emergency Management regarding Subgrant #G0420 awarded to the County under the Emergency Management Performance Grant (EMPG) Program.  This Modification will reinstate and extend the agreement until March 31, 2024.

 

B) Approval of the accompanying budget resolution.

15.Acceptance for Final Plat for Recording Branan Field Village Townhomes East (District 4, Comm. Condon)
The Staff has reviewed and recommends that the Board accept and approve the final plat of Branan Field Village Townhomes East for recording.
16.Acceptance for Final Plat for Recording - Cross Creek Unit 2E-2 (District 5, Comm. Burke)(R. Smith)
The staff has reviewed and recommends that the Board accept and approve the final plat of Cross Creek Unit 2E-2 for recording.
17.Acceptance for Final Plat for Recording - Creekview Trail Area 1 (District 5, Comm. Burke)(R. Smith)
The staff has reviewed and recommends that the Board accept and approve the final plat of Creekview Trail Area 1 for recording.
18.Agreement for Recycle Services of Commingled Materials with GEL LLC.(K. Smith / M. Towns)

A) Approval of the Agreement with GEL, LLC for Recycle Services of commingled materials in the amount of $85.00 per ton from January 1, 2024 through September 30, 2024.

 

B) Approval to Waive the Purchasing Policy related to Competitive Purchasing Requirements.

19.Fourth Amendment to Agreement No. 2020/2021-150 Continuous Asphalt Resurfacing, Paving and Supplies with Hubbard Construction Company (R. Smith)

Approval of Fourth Amendment to Agreement No. 2020/2021-150 for Continuous Asphalt Resurfacing, Paving and Supplies with Hubbard Construction Company d/b/a Atlantic Coast Asphalt Company, amending the agreement to include unit pricing for Graded Road Improvement Program (GRIP) which includes placement of millings in the amount of $26.95 per square yard.

20.Second Amendment with the State of Florida Department of Environmental Protection Re: Clay County Flooding Vulnerability Assessment (M. Covey)

Approval of Second Amendment to Grant Agreement No. 2021/2022-208 with the State of Florida Department of Environmental Protection (Number 22PLN05) regarding the Clay County Flooding Vulnerability Assessment to include updates to the DEP standard terms and conditions, program requirements, form updates and additions, and wording updates.  There is no change in the funding.

Authorization to submit projects for Clay County’s allocation of $2,022,349 to address substance use disorder in Clay County. Projects have been reviewed and ranked by the Substance Use Disorder (SUD) Working Group and will be submitted to LSF for review and approval.

at the line-item unit cost provided in the bid submittal. Individual uniform(s) will be purchased as needed.  Term of the bid is for three years.     

VIDEO29.RFP No. 22/23-095, Public Private Partnership (P3) to Design, Build and Finance Two Fire Stations (K. Smith)

Approval to accept staff's evaluation of RFP No. 22/23-095, Public Private Partnership (P3) to Design, Build and Finance Two (2) Fire Stations and award to Fortress Secured, LLC for the Design and Build of the two stations. The County will review it's own financing and funding options.  Approval of award will be effective after the 72 hour protest period has expired.

A committee consisting of Assistant County Manager Nagle, Director of Facilities, and Deputy Fire Chief LeRoy performed the evaluation. A presentation was also given to the Evaluation Team. If desired, the Board may request a presentation. Agreement will be negotiated and brought back to the Board for approval.

 

VIDEO30.Discussion and Selection of Service Options for Curbside Collection of Solid Waste, Recyclable Materials and Yard Waste (K. Smith / M. Towns)

The Board approved the award of RFP No. 22/23-075 Residential Curbside Collection of Solid Waste, Recyclable Materials, and Yard Waste to FCC Environmental Services Florida, LLC on December 12, 2023. FCC provided pricing for different service options which included Full-Service Options and No Recycling Options.  Staff recommends moving forward with Full-Service Option 2 which utilizes automatic side loaders for garbage collections and rear end loaders for recycling & yard trash collections.  Following Service Option approval, staff will conduct contract negotiations with FCC and bring final Agreement back to the Board for Approval. Additional details are provided in back-up.

This item, continued from the December 12, 2023 BCC meeting, is a Rezoning to change from Intermediate Business (BB), Neighborhood Business (BA), Private Services (PS-2) and Agricultural/ Residential (AR) to Planned Commercial Development (PCD).
