to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.
7.Bid No. 23/24-054, Continuous Asphalt Resurfacing, Paving and Supplies (K. Smith)

Approval to post Notice of Intent to Award Bid No. 23/24-054, Continuous Asphalt Resurfacing, Paving and Supplies to Hubbard Construction Company and Kudzue 3 Trucking, Inc. at the unit costs provided in the Bid submittals.  Approval of award will be effective after the 72-hour protest period has expired.

8.Bid No. 23/24-011, CR 220 from West of Lakeshore Drive West to East of Old Hard Road (K. Smith)

Approval to post Notice of Intent to Award Bid No. 23/24-011, CR 220 from West of Lakeshore Drive West to East of Old Hard Road to Besch and Smith Civil Group, Inc. in the amount of $3,376,424.55 (Base Bid: Part A).  Approval of award will be effective after the 72-hour protest period has expired.  Work to be completed within 640 days from the effective date of the agreement.

9.Agreements for Professional Architectural Continuing Services (K. Smith)

Approval of the Continuing General Architectural/Engineering Consulting services Agreements with the Firms listed below for a variety of County projects as needed. The Agreements are for a term of two (2) years at the rates specified within the Agreements.  Four of the seven contracts were approved at the 3/26/2024 board meeting. The three (3) remaining agreements are with the following firms:

10.Clarification regarding use of Purchasing Cards (K. Smith)

Chapter 10, Purchasing Card (P-Card) Procedures, Section E.5. (h.) states that Capital Items are Prohibited from being purchased with a P-Card. The intent was to prohibit P-Card use concerning the purchase of the original/initial capital item without authorization, rather than the items necessary for the operation and use of the capital item. This clarification will be incorporated into the next set of Policy revisions and updates. 

11.First Amendment to Agreement No. 2022/2023-93 for General Engineering Consulting Services for the Design of Radar Road Improvements (R. Smith/T. Abernathy)

Approval of the First Amendment to Agreement No. 2022/2023-93 with England-Thims & Miller, Inc. for General Engineering Consulting Services for the Design of Radar Road Improvements from SR-17 to Town Center Blvd for Phase 2 of the Project in the amount of $676,585.77.  The project schedule is outlined in the Agreement.

12.Approval of Resolution with respect to reimbursement of certain costs and expenditures relating to Public Safety capital improvements and other capital expenditures in and for the County (C. Grimm)
13.Approval of Amended and Restated Agreement with Nabors, Giblin & Nickerson, P.A., for Bond Counsel, Disclosure Counsel and Additional Services (C. Grimm)
14.Special Warranty Deed from Double Branch CDD to Clay County (Library Site) (C. Grimm)
15.Agreement for Veterans Park Feasibility Study and Site Plan with Kimley-Horn and Associates, Inc. (J. Pierce)

Approval of Agreement for Veterans Park Feasibility Study with Kimley-Horn and Associates, Inc. The Agreement allows for a Phase 1 and a Phase 2 of services. The total lump sum amount for completion of Phase 1 is $85,000.00.  Should the County desire to move forward with Phase 2 a written amendment will be executed. All phases must be completed by September 30, 2024.

16.Maintenance Service Agreement with Vertiv Corporation for service of Uninterruptible Power Systems (UPS) at the County’s six Radio System Tower Sites (D. Hane)

A)  Approval of the Maintenance Service Agreement with Vertiv Corporation for warranty service of Uninterruptible Power Systems (UPS) at the County’s six Radio System Tower Sites renewing annually for a five (5) year term, totaling $80,991.62. 

B)  Approval of advanced payment for each annual amount of $16,198.32.   

C)  Approval of a sole source purchase.
