ratification by the Board for various warrants and disbursements in order
to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.
7.Bid No. 24/25-103, Sidewalk for the Community Development Block Grant Entitlement Program (K. Smith)

Approval to post Notice of Intent to Award Bid No. Bid No. 24/25-103, Sidewalk for the Community Development Block Grant Entitlement Program to Jax Utilities Management in the amount of $817,869.20. Final Completion shall be accomplished within 120 days from the effective date of the executed agreement. Approval of award will be effective after the 72-hour protest period was expired.

8.Third Renewal and Amendment to Agreement No. 2021/2022-196 with OpenGov Software Services (D. Hane/K. Smith)

A) Approval of the Third Renewal and Amendment to Software Services Agreement No. 2021/2022-196 with OpenGov, Inc. in the amount of $47,558.71 for a period of one (1) year beginning on October 1, 2025.  Agreement is amended to provide for additional annual renewals with the option to terminate with at least 30 days-notice prior to the expiration of the then-current term.    

 

B) Approval of Advanced Payment of the annual renewal fee.

9.Memorandum of Agreement with CCSO for Inmate Work Crew for Upkeep at County Properties (K. Smith)

Approval of the Memorandum of Agreement (MOA) with the Clay County Sheriff's Office (CCSO) regarding the assignment of a full-time deputy sheriff for inmate work crew supervision, for the term of October 1, 2025, through September 30, 2026, in the total estimated funding amount of $76,027.89, pending approval of the FY25/26 budget.

10.Memorandum of Agreement with CCSO for Security Services at the Clay County Admin. Building (K. Smith)

Approval of the Memorandum of Agreement (MOA) with the Clay County Sheriff's Office (CCSO) for security services at the Clay County Administration Building, for the term of October 1, 2025, through September 30, 2026, in the estimated annual amount of $76,027.89, pending approval of the FY25/26 budget.

11.Memorandum of Agreement with the Clay County Sheriff regarding Environmental Services Sworn Deputy Sheriffs for FY 2025-2030 (M. Towns)

Approval of the Memorandum of Agreement between the Clay County Sheriff and the County regarding two (2) full-time Deputy Sheriffs to perform law enforcement duties within the County's Environmental Services Department for a period of five (5) years beginning October 1, 2025 through September 30, 2030.  Current one-year agreement expires on September 30, 2025.

Approval of Funding Agreement with the State of Florida Department of Health for the operation of the Clay County Health Department for the term of October 1, 2025 through September 30, 2026 in an amount not to exceed $1,059,097.00 related to operational cost.
