VIDEO12.Approval of Resolution Adopting the Clay County Transportation Plan for 2020 -2023

This Plan, originally adopted by the Board of County Commissioners in 2017 in accordance with Section 394.462, Florida Statutes, serves as a guide for a Tiered Receiving System in Clay County to meet the behavioral health needs of persons in crisis due to mental and/or substance use conditions. It is required to be reviewed and updated, if necessary, every three years. Accordingly, the plan has been reviewed and amended by the Clay County Transportation Plan Advisory Committee, a multi-agency group designated is to provide oversight for the Transportation Plan, and is hereby submitted for the Board’s approval.

Approval of Staff's ranking of RFP No. 20/21-6 Self-Checkout Equipment for Clay County Libraries and award to EnvisionWare, Inc. in the amount of $76,230.00. The cost includes purchase, installation, training, and the option of an integrated extension to each kiosk. Annual license fees for years 2-3 are $6,027/yr. to be paid annually beginning in 2021/2022. Approval will be effective after the 72-hour period for protest has expired.

As requested by the Finance and Audit Committee, Praetorian Defense, Inc. will provide a presentation for consideration to the Board of Commissioners for RFP No. 20/21-5, P3 (Public-Private Partnership) for Design, Construction, & Management of a Gun Range. Staff consisting of the Fire Chief, Facilities Program Manager and the CCSO Chief of Special Operations served on the evaluation committee reviewing and scoring the proposal received from Praetorian Defense, Inc.  The proposal received an average score of 32.83.
