ratification by the Board for various warrants and disbursements in order
to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.
6.Bid No. 22/23-21, Cured-In Place Pipe Services for American Rescue Plan Act Projects (K. Smith)

Approval to post Notice of Intent to award Bid No. 22/23-21, Cured-In Place Pipe Services for American Rescue Plan Act Projects to Hinterland Group, Inc. and Inliner Solutions, LLC at the Unit Prices provided in their bid proposals.

American Rescue Plan Fund - All Grants Organization - Repairs and Maintenance - Countywide Storm Water Improvements and other various funding sources 

7.Bid No. 22/23-26, Demolition, Removal, and Disposal Services for the CDBG-DR Voluntary Home Buyout Program (K. Smith)

Approval to post Notice of Intent to award Bid No. 22/23-26, Demolition, Removal, and Disposal Services for the CDBG-DR Voluntary Home Buyout Program to Conner Construction and Demolition in the amount of $133,220.00. Approval will be effective after the 72 hour protest period has expired.

A.) Approval to accept staff's ranking and award to the top ranked Company Bolton Partners, Inc. for RFP No. 22/23-37, Classification and Compensation Study Analysis.  Approval of the award will be effective after the 72 hour protest period has expired.

B.) Request approval for the County Manager to execute the Agreement.

Acceptance of the Rolling Hills Unit Two-A by the County for maintenance with the creation of a MSBU.

10.First Amendment to Phase 2 Construction Agreement No. 2022/2023-18 for the Bonded Transportation Program CMAR Group #1, Project 4 with Kiewit Infrastructure South Co. (E. Dendor)

Approval of the First Amendment to Phase 2 Construction Agreement 2022/2023-18 for the Bonded Transportation Program CMAR Group #1, Project 4 with Kiewit Infrastructure South Co. in the amount of $1,346,596.15 for the construction of the utilities portion of the improvements to Sandridge Road.

11.Request to use alternative procedure to notice public hearings for the consideration of potential purchase and sale agreements for the County's purchase of real properties in connection with the Bonded Transportation Program necessary for stormwater retention facilities and/or ROW (E. Dendor)
12.Ninth Amendment to Agreement No. 2020/2021-213 with Jacobs Engineering Group Inc. for Professional Engineering Design Consultant Services for the Bonded Transportation Program Construction Management At Risk Group #2 regarding Project 5 (E.Dendor)

Approval of the Ninth Amendment to Agreement No. 2020/2021-213 with Jacobs Engineering Group Inc. for Professional Engineering Design Consultant Services for the Bonded Transportation Program Construction Management At Risk Group #2 regarding Project 5 in the total amount of $89,947.40.  This approval is contingent upon closing on associated stormwater pond property.

A.) Approval Interlocal Agreement with the Clay County School Board regarding Spring Park Elementary School 

B.) Additional approval of Budget Resolution

14.First Renewal and Amendment to Agreement No. 2021/2022-153A with YMCA of Florida’s First Coast, Inc for Swimming Pool Management and Lifeguard Staffing at Camp Chowenwaw Park (J.Pierce)

Approval of the First Renewal and Amendment to Agreement 2021/2022-153A with the Young Men’s Christian Association of Florida’s First Coast, Inc., d/b/a YMCA of Florida’s First Coast, Inc. for Swimming Pool Management and Lifeguard Staffing at Camp Chowenwaw Park for the term beginning May 1, 2023 through April 30, 2024. The maximum cost to the County is $61,320.00 which will be offset by entrance fees collected as further described in Section 5 of the Renewal Agreement.

Review of staff's ranking of the two submittals received for RFP No. 22/23-24, Solid Waste Transfer Stations - Operation, Transport, and Disposal. Staff recommends that both Companies provide a presentation to the full Board at the April 25th Board meeting.

A committee consisting of Facilities Director, Environmental Services Director, and Recycling Coordinator performed the evaluation and rank of the responses received.
