The Finance Department business is submitted to request approval and
ratification by the Board for various warrants and disbursements in order
to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.

Approval to post the Notice of Intent to Award for Bid No. 22/23-46, Knowles Pit Public Works Building in the amount of $1,454,000.00 to Thomas May Construction Company. Approval of award will be effect after the 72 hour protest period has expired. All work will be completed within 240 days from Notice to Proceed.

Approval to accept staff's ranking and selection of the top ranked Contractor for RFQ No. 22/23-53, Construction Manager at Risk (CMAR) for the Clay County Building/Economic Development Services Facility. Approval of award will be effective after the 72 hour protest period has expired.

10.Agreement with Cathedral Corporation for Trim Processing and Exemption Renewals (K. Smith)

Approval of Agreement with Cathedral Corporation for Trim Processing and Exemption Renewals in accordance with the price tables attached.  Term will commence on July 1, 2023 through June 30, 2026 and/or until services are complete for that tax year. The Agreement also allows for the right to negotiate similar printing, processing, mailing, and/or planning and design services and other individual projects with the Contractor to include costs and scope. Such services may include the production of certain letters, forms and documentation to property owners of the County on an as needed basis and as approved by both parties by a written amendment which may be approved by the County Manager.

Approval of the Cooperative Agreement with the City of Jacksonville for Medical Examiner Services, for the term of 10/1/2023 through 9/30/2028, per the District IV Medical Examiner's Office fee schedule attached.

A) Acceptance of the Edward Byrne Memorial Justice Assistance Grant (JAG) Award Agreement with the Florida Department of Law Enforcement (FDLE) Re: 8C109 Drug Reduction and Enforcement Initiative, FY2021; Federal Award No.: 15PBJA-21-GG-00241-MUMU, with the Clay being allocated $55,665.00.

Approval of FY22 Single Audit Act Certification pertaining to Florida Department of Economic Opportunity Grant Awards G0038 (Atlantis Drive) and HL121 (Regional Sports Complex).
VIDEO15.Secondary Employment Agreement with Clay County Sheriff’s Office regarding the SWEAT Program (T. Nagle)

Approval of the Secondary Employment Agreement with the Clay County Sheriff's Office for use of authorized deputies supervising the juvenile work crews related to the Sheriff's Work Ethic and Training Program (SWEAT).  Rates provided for in this Agreement include $42.00/hour for deputy sheriff, $46.00/hour for the Supervisor Coordinating the program efforts. Term of the contract: July 1, 2023-June 30, 2024.  This program is funded by a Department of Juvenile Justices grant.

Approval of the First Extension and Amendment to Interlocal Agreement No. 98/99-139 RESTA2018 with the Clay County School Board for Emergency Shelters, extending the Agreement for an additional five years through July 23, 2028 and amending paragraph 13 to provide for shelter training of School Board employees.

VIDEO24.Discussion of Appointments to the Tourist Development Council

Neil Porter was appointed to fill the vacant Accommodations Seat previously held by Susan Hill.  The seat is due to expire in July and Mr. Porter seeking re-appointment to the seat.

 

Gi Teevan's term (Citizen Seat) is set to expire in July and she will not be seeking re-appointment.  Applications have been received from Brandon Ludwig and David Diaz seeking appointment of the vacancy.
