4.Finance Business
The Finance Department business is submitted to request approval and
ratification by the Board for various warrants and disbursements in order
to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.
5.Bid No. 22/23-54, SHIP Demolition and Reconstruction Project - Cypress Avenue (K. Smith)

A.) Approval to post Notice of Intent and award Bid No. 22/23-54, SHIP Demolition and Reconstruction Project (Cypress Avenue) to Legacy in Action DBA Action Construction in the amount of $214,118.00.  Approval will be effective after the 72-hour protest period has expired.

 

B.) Approval for the maximum award under the demolition and reconstruction strategy in the Clay County SHIP Program's Local Housing Assistance Plan (LHAP) to be waived. All bids received were over the allowed maximum award amount of $170,000.00.

VIDEO6.National Fitness Campaign Sponsorship Opportunities and Grant Award (G. Biastre/M. Mosley)

The County has been selected as a grant eligible partner in the 2023 Healthy Cities Campaign and was awarded a NFC Grant in the amount of $30,000. The County anticipates providing a local funding match in the amount up to $160,000 to complete the Fitness Court Project that will be located at Moody Avenue Park. The Parks & Recreation Department has budgeted for this local match in its 2023/2024 Fiscal Year budget and wishes to seek sponsorship funds.  The Concrete slab will be bid out, the fitness court, install and graphics will be purchased through The Fitness Court and National Campaign Services with their approved install and artwork network providers.  

 

A) The Grants Division requests approval to seek supplemental funding up to $160,000 from community sponsor(s) to offset the County’s local match. Sponsorships will be submitted for review and approval by the County Manager or the Board in accordance with the County’s Donation and Sponsorship Policy.

 

B) Approval for County Manager to execute the Grant Program Requirements (GPR) and the Letter of Support acknowledging the County's intent to accept the Grant award pending budget approval.

7.Grant Application and Supporting Resolution with the U.S. Department of Transportation for the Safe Streets and Roads for All Grant Program (M. Mosley)

A.) Approval to submit the Safe Streets and Roads for All grant application to develop a comprehensive safety action plan that identifies the most significant roadway safety concerns in the community and facilitates the implementation of projects and strategies to address roadway safety issues.

 

B.) Approval to submit the supporting resolution for "Target Zero" with a goal of reducing roadway-related fatalities to zero.

Approval of Modification Three to Subgrant Agreement No.: B0071 (2019/2020-111), regarding 4055 Lazy Acres Road Flood Mitigation project. The purpose of this modification is to reinstate and extend the term of the Agreement to January 31, 2024.

Approval of Third Amendment to Flood Mitigation Assistance Grant Agreement No. 2019/2020-112 with Stephen M. Williams for Flood Mitigation Assistance for property located at 4055 Lazy Acres Road. This Amendment reinstates and extends the term of the Agreement through January 31, 2024.

10.Approval to schedule a public hearing on August 22, 2023 in order to reset the assessment and maximum assessment for both the Solid Waste Disposal MSBU and Solid Waste Collection MSBU (C. Grimm)
11.Approval of Initial Assessment Resolution for the Clay County Subdivision Roads Maintenance MSBU in order to (1) set the assessment to be charged per subdivision parcel; (2) set the maximum assessment per subdivision parcel; and (3) to provide directions for preparation of the assessment roll and notice prior to the final assessment hearing on August 22, 2023 (C.Grimm/R.Smith/T.Abernathy)

16.Seventh Amendment to Agreement No. 2019/2020-113 with Tyler Technologies for Software Service for Electronic Permitting System for Building Department Permitting (S. Schoeff)

A)  Approval of the Seventh Amendment to Agreement No. 2019/2020-113 with Tyler Technologies for Software Service related to the Electronic Permitting System for Building Department Permitting in the amount of $61,790.00.  This Amendment increases the number of users and various licenses. 

 

B)  Approval of advanced payment is requested.
