3.Finance Business
The Finance Department business is submitted to request approval and
ratification by the Board for various warrants and disbursements in order
to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.
4.Agreement with TargetSolutions Learning, LLC d/b/a Vector Solutions for Public Sector Software (D.Hane)

A) Approval of the Agreement with TargetSolutions Learning, LLC d/b/a Vector Solutions for Public Sector Software in the amount of $50,350.75 for the term beginning on 10/1/2023 through 9/30/2024.

B) Approval of Sole Source

5.Interlocal Agreement with the Housing Finance Authority of Clay County, regarding the Kelli Grove Project and accompanying Local Government Verification of Contribution Loan Form (T. Sumner)

A)  Approval of the Interlocal Agreement with the Housing Finance Authority of Clay County (HFA) addressing the County’s Contribution in the amount of $340,000.00 to the Developer, Kelli Grove Ltd., related to the construction of a low-income senior housing apartment community known as Kelli Grove. The Interlocal Agreement provides that HFA shall deliver the sum of $340,000.00 to the County which the County will use to provide the County’s Contribution to the Developer in exchange for a Note at the Closing. The terms of the Note will be secured by the mortgage on the Project given by the Developer to the County. After closing, the County will assign the Note and Mortgage to HFA.

B)  Additional approval of the Local Government Verification of Contribution Loan Form.

6.First Renewal to Agreement No. 2021/2022-196 with OpenGov Software Services (K. Smith)
A)  Approval of the First Renewal to Agreement No. 2021/2022-196 with OpenGov Software Services in the amount of $43,137.15 for the annual subscription for the solicitation development, supplier engagement, and awarding software for a period of one (1) year beginning on October 1, 2023.  

B)  Approval of advanced payment in the amount of $43,137.15.

7.Bid No. 22/23-066, Duct Cleaning at Clay County Courthouse (K. Smith)

Approval to Post Notice of Intent to award Bid No. 22/23-66, Duct Cleaning at Clay County Courthouse to Weather Engineers, Inc. in the amount of $48,300.00. Approval will be effective after the 72-hour protest period has expired. All work is to be completed forty-five (45) days after the issuance of the Notice to Proceed.

8.Request to use alternative procedure to notice public hearings for the consideration of potential purchase and sale agreements for the County's purchase of portions of real properties in connection with Greenway Trail/Live Oak Lane (K. Smith/R. Smith)
9.Federally Funded Hazard Mitigation Grant Program (HMGP) Subaward and Grant Agreement between the County and Florida Division of Emergency Management, FEMA Project No.: 4486-113-R (049), Indigo Branch, Erosion Control-Phase1 (M.Mosley)

A.) Grant Agreement for the Hazard Mitigation Grant Program 4486-113-R Indigo Branch Drainage Improvements (Phase I) with the Florida Division of Emergency Management for a cost share grant.  The total project cost is $216,878.00; Federal share is 90% ($195,190.20), Non-Federal share costs to the County is 10% ($21,687.80).  This is a cost reimbursable agreement.  

B.) Approval of Budget Resolution.

10.Grant Application and Resolution with the Florida Department of State Division of Library and Information Services' Public Library Construction Grant (M. Mosley)
Approval to submit a $500,000 Public Library Construction Grant Application to the Florida Department of State Division of Library and Information Services to improve the usable public programming space at the Orange Park Library.
11.State Funded Grant Agreement Emergency Preparedness and Assistance (EMPA) Grant with State of Florida, Division of Emergency Management (M. Mosley)

A.) Approval of Grant Agreement for Emergency Preparedness and Assistance (EMPA) for the State's FY 2023/2024 with a maximum reimbursement amount of $105,806.

B.) Additional approval of accompanying Budget Resolution.

12.State Funded Grant Agreement with the State of Florida Department of Transportation regarding Design, Construction, and CEI of turn lanes on SR 21 associated with the Multi-purpose Youth Sports Complex (M. Mosely)

A) Approval of the State Funded Grant Agreement with the State of Florida Department of Transportation (FPN: 443305-2-54-01) regarding Design, Construction, and CEI of turn lanes on SR 21 associated with the Multi-purpose Youth Sports Complex.  This is a reimbursable grant in an amount not to exceed $1,500,000.00.

B) Approval of accompanying Resolution authorizing entry into the Grant Agreement and delegating authority to the County Manager to execute and submit future agreements, amendments, and documents to the Grant Agreement.

C)  Additional approval of accompanying Budget Resolution.

13.Letter of Intent and Grant Application for the National Oceanic and Atmospheric Administration (NOAA) Climate Resiliency Regional Challenge (M. Mosley)
Approval for the County Manager to submit a Letter of Intent for the National Oceanic and Atmospheric Administration Climate Resiliency Regional Challenge, and, if approved, authorize staff to submit a full grant application. If awarded, the agreement will be routed per the Grants Management Policy.
14.Amendment to Collective Bargaining Agreement between Clay County, a political subdivision of the State of Florida, and the Clay County Fire/Rescue Professionals International Association of Firefighters Local 3362, Fiscal Years 2022-2024, Clay County Contract #2021/2022 - 162 AM1 (C. Grimm/L. Mock)
15.Amendment to Collective Bargaining Agreement between Clay County, a political subdivision of the State of Florida, and the Clay County Fire/Rescue Professionals Unit "B", International Association of Firefighters Local 3362B, Fiscal Years 2022-2024, Clay County Contract #2021/2022 - 176 AM1 (C. A)  Approval of the Third Amendment to Agreement 2019/2020-123 with the State of Florida Department of Health Paramedicine Agreement, Overdose Data to Action (OD2A) Grant, increasing the funding amount from $394.574.00 to $594,574.00, and extending the contract term for one month until September 30, 2023.
