2.Finance Business
The Finance Department business is submitted to request approval and
ratification by the Board for various warrants and disbursements in order
to meet the requirements of Ch. 136.06 (1) FL Statute. Acceptance and
disposal of various Board property and various documents are submitted
for the Board's information. At times, approval is requested for various
finance related issues.
3.Acceptance for Final Plat for Recording - Creekview Trail Area 2 (District 5, Comm. Burke)(R. Smith)
The staff has reviewed and recommends that the Board accept and approve the final plat of Creekview Trail Area 2 for recording.
4.Second Renewal of Subscription Agreement No. 2022/2023-86 for monday.com - Work OS - Enterprise Plan (D. Hane)

A) Approval of the Second Renewal of Subscription Agreement No. 2022/2023-86 for monday.com - Work OS - Enterprise Plan beginning February 8, 2024 through February 7, 2025 in the amount of $66,690.00.

 

B) Approval of advanced payment.

5.Second Renewal of Agreement No. 2019/2020-105 RN1 with Airstream Ventures for Sports Sales & Marketing Services (K. Morgan)

Approval of the Second Renewal of Agreement No. 2019/2020-105 RN1 with Airstream Ventures for Sports Sales & Marketing Services in the amount of $66,000.00 beginning February 1, 2024 through January 31, 2025.

6.State Historic Markers within Cities of Green Cove Springs and Keystone Heights (B. Carson/C. Grimm)
Approval to use Historic Preservation Board funds and pursue interlocal agreements for State Historic Markers located within the cities of Green Cove Springs and Keystone Heights.
7.Approval of Development Agreement between Clay County and The Chemours Company FC, LLC for Tangible Personal Property Capital Investment Grant for Chemours' Mining Facility at Camp Blanding (C. Stewart/C. Grimm)
8.TDC Grant Requests (K. Morgan).

The TDC approved (vote 6-0) a $40,000 reimbursable Sports Grant award for the 29th Annual Northeast Florida Scottish Games and Festival.

Approval to accept staff's evaluation of RFQ No. 23/24-017, General Engineering Consulting Services for Planning and Designing of Indigo Branch Channel Erosion Control Measures. Approval will be effective after the 72 hour protest period has expired.

A committee consisting of the Deputy Director of Engineering, Project Manager of Engineering, and Grant Director performed the evaluation. The Consultant was evaluated for a maximum of 91 points. If desired, the Board may request a presentation. The agreement will be negotiated and brought back to the Board for approval.

Approval to accept staff's evaluation of Gannett Fleming, Inc. for RFP No. 23/24-021, Traffic Counts, Capacity Table and Mobility Fee Studies. Approval will be effective after the 72 hour protest period has expired.

A committee consisting of the Director of Planning and Zoning, Deputy Director of Engineering, and Special Projects Coordinator performed the evaluation. If desired, the Board may request a presentation. The agreement will be negotiated and brought back to the Board for approval.

VIDEO12.2024 Transportation Project Priorities and Unified Planning Work Programs to be Submitted to the TPO (T. Abernathy)

Each year the TPO requests that local governments submit their List of Priority Projects (LOPP) and their Unified Planning Work Program (UPWP) for the coming year.

 

A. Adopt the recommendation list of the Clay County priority projects.

B. Adopt the recommendation list of the Clay County UPWP projects.

C. Authorize staff to apply for Grant opportunities that are related to any projects included on the TPO lists.

D. Authorize County Manager to execute related grant applications.

A. This application is a Small-Scale Comprehensive Plan Amendment that would change a single parcel of land from Rural Residential (RR) to Rural Fringe (RF).

B. This application is a Rezoning of a single parcel of land from Agricultural (AG) and Agricultural Residential (AR) to Planned Unit Development (PUD).

 

The Applicant has requested this item be continued to the February 27th Board meeting.

A. COMP-23-0017

This application is a FLUM Amendment to change 0.26 acres of a 1.6 acre parcel from Rural Fringe (RF) to Commercial (COM).

B.  ZON-23-0027

This application is a Rezoning to change 1.05 acres of a 1.6 acre parcel from Commercial and Professional Office District (BA-2) and Single-Family Residential (RA) to Community Business District (BB-2).
