The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

12.Discussion concerning Solite Property in Lake Asbury Master Plan
An update as to the status of the remediation workplan required by FDEP, as requested by the Board at the October 22, 2019 BCC meeting.
13.Property Sale to BFC Partnership, Limited
In accordance with the October 8, 2019 agreement with BFC Partnership, Limited (Agreement #2019/2020-12) and in compliance with requirements of Florida Statutes section 125.35(2), approval of sale of property to adjacent property owner, including approval of execution of Quitclaim Deed and closing statement, and acceptance of Drainage Easement from BFC Partnership, Limited and of Agreement to Perform Obligations under Construction, Maintenance & Joint Use Agreement and to Indemnify and Hold Harmless from BFC Partnership, Limited.
14.Discussion regarding the Northeast Florida Fire Watch Council
The Interlocal Agreement with Duval, Baker, Nassau and St. Johns counties was approved by the Board at the October 22, 2019 BCC meeting and the matter of Clay County contributing any funding was deferred for further discussion.

Approve the option selection on the Guaranteed Minimum Interest Rate Change: Options Form for Clay County Board of County Commissioner’s County's 457(b) Deferred Compensation Program with Nationwide.

18.Request by Big Tree Lakes Sections A and B and Silver Sands Estates for maintenance of roads by the County within Sections A and B and Silver Sands Estates
Representatives from Big Tree Lakes Homeowners Association have requested that the County approve maintenance by the County of the graded roads within Sections A and B of Big Tree Lakes and Silver Sands Estates.
19.Request by Big Tree Lakes Section C for creation of a MSBU to perpetually grade Section C private roads
A petition has been submitted by 10% of the residents in Section C for establishment of a grading MSBU.
20.Approval of Assignment of Road Impact Fee Credit Agreement by the Armstrong Community Development District to the WB Investment Company
Approval of the Assignment of Road Impact Fee Credit Agreement executed by the Board on October 8, 2019 in favor of the Armstrong CDD to the WB Investment Company. WB Investment Company’s predecessor entity donated the right of way for the new road known as the Tynes Boulevard Extension to the CDD which then donated the property to Clay County; the CDD will be assigning the credit agreement back to WB Investment Company for use within the Westbank plats.
21.Approval of Impact Fee Credit Agreement for Road Impact Fees for Armstrong Community Development District for use within the Villages of Argyle-Argyle Forest Development of Regional Impact
Approval of an Impact Fee Credit Agreement for the benefit of Armstrong Community Development District, along with approval of the assignment of the agreement to the WB Investment Company. WB Investment Company’s predecessor entity donated the right of way for the new road known as the Tynes Boulevard Extension to the CDD which then donated the property to Clay County. The donation of the property is part of the Argyle Forest DRI mitigation plan. The CDD will be assigning the credit agreement back to WB Investment Company for use within the property, subject to the Argyle Forest DRI development order.

24.Disclosure by UBS Financial Services Inc. pursuant to MSRB Rule G-17
UBS Financial Services, Inc., who has been engaged by the County to serve as an underwriter in connection with the issuance of Bonds, has provided the County certain disclosures pursuant to Municipal Securities Rulemaking Board Rule G-17, and requests acknowledgement by the County of receipt.  
25.Department of Environmental Protection Florida Forever Application
The attached application has been submitted to the Department of Environmental Protection,  Florida Forever Division of State Lands for consideration of the Fort San Francisco de Pupo project. (C. Stewart)
26.Proposed Inventory Donation to the County by Clay County Council on Aging

Clay County Council on Aging is extending an offer to transfer ownership of property inventory from the Council to Clay County. The Council is not seeking any compensation for the proposed transfer. The Council's only request is that the County continue to utilize the property to further the well-being of senior citizens in the County. See attached correspondence and property inventory list.
