The acceptance of maintenance for the Somerset subdivision along with the establishment of an MSBU for future resurfacing and surface maintenance.

11.CCSO COPS Hiring Program Grant Application

Approval for the Clay County Sheriff's Office (CCSO) to apply for the Community Oriented Policing Services (COPS) Hiring Program Grant. The FY 2020 COPS Hiring Program awards will cover up to 75 percent of the approved entry-level salary and fringe benefits of each newly hired and/or rehired full-time sworn career law enforcement officer over the three-year (36-month) award period, with a minimum 25 percent local cash match requirement and maximum federal share of $125,000 per officer position. There is a 12-month retention requirement for each officer position funded. 

Additional approval of the following documents pertaining to the COPS Grant application submission:

  • U.S. Department of Justice Certified Standard Assurances (Appendix B)
  • U.S. Department of Justice Certifications Regarding Drug-Free Workplace Requirements (Appendix C)
  •  Certification of Illegal Immigration Cooperation (Appendix F)

The CCSO must submit one signed set of these documents with application. All applications are created and submitted on-line and the grant application deadline is March 11, 2020. Funding Sources: Fine & Forfeiture and Sheriff MSTU Funds (E. Gann/D. Barnes)

12.CCSO Hazard Mitigation Grant Program (HMGP) Contract

Approval of the Hazard Mitigation Grant Program (HMGP) Contract for roof replacement of the Clay County Sheriff's Office's (CCSO) Orange Park Substation at 212 Blanding Boulevard, Middleburg, Florida. The project will be funded on the condition that the CCSO also purchases storm shutters for each opening of the building. Based on quotes received, the project was estimated to cost $471,025, with a Federal Share of 75% ($353,268.75) and a Local Share of 25% ($117,756.25). However, because the project will have to go out for RFP, the total cost is subject to change. (E. Gann/R. Wright)

Final Public Hearing to consider adoption of CPA 2019-09, a large scale amendment to rearrange the land use designations on 972.77 acres containing Lake Asbury Rural Fringe, Lake Asbury Master Planned Community, Lake Asbury Village Center and Lake Asbury Greenway, and relocated Dashed Line Road NS3 connection to Sandridge Road.

This is a proposed change to the Land Development Code to delete the requirement that home occupations get Conditional Use Permits
LETTERS FOR ACTION
17.Appointment to the Lake Asbury Municipal Services Benefit District - Seat 7 (Michael J. Bueme, P.E.)
The LAMSBD Board voted to appoint Michael Bueme, P.E. to fill Seat 7 to which Mr. Bueme has filed to seek election of the Seat in 2020.
