CONSENT AGENDA
1.Grant of Utility Easement for Clay County Utility Authority (CCUA) at Walter Odom Park (J. Householder)
CCUA is requesting a Grant of Easement for the purpose of servicing existing and future water utilities.  The easement area will extend an existing CCUA well site easement and will not interfere with any current or future use of Walter Odom Park.  See the attached for legal description and diagram.
2.Grant of Permanent Easement for Drainage in connection with property located at 478 Branscomb Road (D. Smith)
3.Finance Business
The Finance Department business is submitted to request approval and ratification by the Board for various warrants and disbursements in order to meet the requirements of Ch. 136.06 (1), Fl Statute. Acceptance and disposal of various Board property and various documents are submitted for the Board's information. At times, approval is requested for various finance related issues.

5.Approval of Interlocal Agreement Between Clay County, Florida, and Clay County School Board

6.Discussion on Proposed Change to the Land Development Code to Add Requirements for Board Approval for Certain Conditional Uses
Staff is proposing amending the Land Development Code to add Board approval requirements for certain conditional uses.
NEW BUSINESS
7.Resolution of the Board, pursuant to Florida Statutes, Section 129.03 (2), requiring the submission of tentative budgets by May 1 of each year by the Sheriff, Clerk of Court and Supervisor of Elections
8.Personnel Change Requests

Approval of the following personnel changes and organizational charts as appropriate:

(A) Addition of Buyer II position in the Purchasing Division. Funding Sources: 001-0100 & 001-2801 (General Fund / BCC & Animal Svcs)

(B) Budget Transfer and Reallocation of funding for the position of Web Content & Administrative Specialist to the MIS Division. Funding Sources: 001-0100 (General Fund / BCC) to 001-0107 (General Fund / MIS) and reallocation of charges between General Fund and Building Fund.

These changes will not result in an increase to the current funding levels in this year’s budget. (J. Bethelmy)

12.Approval of Clay County Public School Concurrency Proportionate Share Mitigation Agreement
This Agreement sets forth the amount and requirements for use of proportionate share school concurrency mitigation towards the assessment of school impact fees by the Reinhold Company.  There is no cost to the County arising out of this agreement. (F. Moss)
13.Approval of Administration Agreement between Clay County, Florida and Reinhold Corporation regarding the Clay County Public School Concurrency Proportionate Share Mitigation Agreement
This Agreement is a side agreement to the Agreement in Item Number 12 of the agenda providing for the administration of the school concurrency impact fee credits arising out of the mitigation agreement.  There is no cost to the County arising out of this agreement. (F. Moss)
14.Agreement with Granicus
Approval of agreement with Granicus in the total amount of 179,209.71 for a term of three years. Further approval of 40% advance payment for the first year fees.  In addition approval to waive the purchasing policy as it may apply.
