The Clay County Department of Public Safety received an application for renewal from MT Medical Florida, Inc., d/b/a MEDTRUST, for a Class B, C and D Certificate of Public Convenience and Necessity. The application was presented to the designated Standing Committee on April 6, 2021, who heard the application and determined to recommend approval.

Approval of informal bid award  and related Agreements for Fire Station 13, 17, and 23 renovation projects.   

1.  Approval of award and agreement with Gary S. Bailey, Inc. in the amount of $83,643.00 for Renovations to Fire Station 13.  Project completion date is set for July 12, 2021.

2.  Approval of award and agreement with Anderson Restoration & Emergency Services, LLC dba ARC Remodel & Construction in the amount of $134,000.00 for Renovations to Fire Station 17.  Project completion date is set for July 12, 2021.

3. Approval of award and agreement with STG Contracting Group, Inc. in the amount of $120,500.00 for Renovations to Fire Station 23.  Project completion date is set for July 12, 2021.

The remaining Fire Station to be completed is Station 15.  Staff request to utilize this same process in an effort to expedite the necessary renovations.   Funding Source:  001-2101 546100 and 142-1703-546100

VIDEO20.Alcoholic Beverage Permit Application - Cornhole Tournament

High School 9:12 is requesting approval of their application for an Alcoholic Beverage Permit to allow the consumption of beer and wine at the ACL Cornhole Regional Tournament to be held at the Clay County Fairgrounds on April 16-18, 2021. The organization has met the conditions for issuance and is awaiting the Boards approval. (K. Morgan)

VIDEO21.Approval of technical revisions to Clay County SHIP Program's Local Housing Assistance Plan (LHAP) 2019-2020, 2020-2021, 2021-2022 and accompanying Resolution (C. Stewart/T. Sumner)

1. Approval of technical revisions to increase the maximum awards under Section II. LHAP Strategies for (A) Owner Occupied Housing Rehabilitation, (D) Special Needs Housing (Non-Profit), (F) Demolition and Reconstruction - Home Replacement, and (G) Homes for Wounded Veterans to Clay County SHIP Program's Local Housing Assistance Plan (LHAP) that have been recommended for approval by Florida Housing Finance Corporation, pending approval by the Clay County Board of County Commissioners.

 

2. Approval of Resolution adopting the technical revisions to the LHAP.

Approval of the Budget Resolution to allocate funding from the U.S. Department of Treasury in the amount of $51,399.00. Funds are to be used to assist Clay County households that are unable to pay rent and utilities due to the COVID-19 pandemic. Funding Source: 156-156-331626 (Emergency Rental Assistance Fund Revenue / Rental Assistance Appropriation)

Approval for the Tourist Development Council (TDC) to apply for and accept, if awarded, the Florida Sports Foundation Grant for sporting events. There is no financial impact to the Tourist Development Fund.

25.Northeast Florida Community Action Agency

The Northeast Florida Community Action Agency, Inc. (NFCAA) serves more than 18,000 low-income individuals annually and is looking to establish a partnership with the Clay County Board of County Commissioners to assist in better serving disadvantaged individuals in Northeast Florida. 

 

NFCAA is requesting a representative to serve on the NFCAA Board of Directors.
