Approval for the Clay County Sheriff’s Office (CCSO) to apply and submit applications for certain new and recurring grants during 2022 for Fiscal Year 2022/2023. Grant applications will be executed by the Chairman or the County Manager in accordance with the County’s Grants Management Policy.

Approval of advance payment and the Memorandum of Understanding with the University of North Florida Board of Trustees (UNF), for and on behalf of the Small Business Development Center (SBDC) at UNF, for the purpose of SBDC providing long-term, no cost consulting and training services to small businesses and business owners, including non-profits, within Clay County, for the term of 1/1/2022 - 12/31/2024, in the lump sum amount of $150,000.00. 1) Approval to post notice of intent and award Bid No. 21/22-2, Shands Pier Removal Project to Hal Jones Contractor - A Division of Vecellio & Grogan, Inc. Approval will be effective after the 72 hour period for protest has expired.

 

2) Additional approval of the accompanying Agreement with Hal Jones Contractor, LLC - A Division of Vecellio & Grogan, Inc. is requested for a term not to exceed 365 days from the Notice to Proceed date, in the amount not to exceed $699,000.00.

Approval to post notice of intent and award RFQ No. 21/22-16 Professional Design Services, Clay County Department of Health Building to Bhide & Hall Architects, P.A. and authorize staff to begin negotiations. Approval will be effective after the 72 hour period for protest has expired.

3. RDB Design Associates = 82.33

4. Kasper Architecture = 79.67

5. Reinel Architecture & Design = 68.5

A committee consisting of the Deputy Director of  Facilities, the Emergency Preparedness Coordinator, and the Building Director performed the evaluation and ranking. If desired, the Board may request presentations from the top three (3) ranked firms. Contract amount to be negotiated after award.

Approval of the Mutual Aid Agreement with the Commanding Officer, Naval Air Station Jacksonville for the provision of mutual fire-fighting assistance, for a period of no more than 10 years from the effective date of the Mutual Aid Agreement. Funding Source: Not Applicable
VIDEO8.Budget Resolutions for Grants Awarded under $50,000 (M. Mosley)

Approval of the following four budget resolutions for grants awarded under $50,000:

 

1) $10,000 awarded by the Institute of Museum and Library Services American Rescue Plan Act Grant Program to support training and curriculum for the Creation Spaces. The $10,000 grant match requirement is allocated in the Libraries Administration budget.

 

2) $46,871.01 awarded by the State of Florida E911 Board E911 Grant Program to be used for MIS System Replacement.

 

3) Budget increase of $1,066 to match $38,025.37 awarded by the Florida Department of Agriculture and Consumer Services - FDACS Contract # 28437 to support the Mosquito Control Division. Revenue projection during the preparation of the County Budget was in the amount of $36,960. This resolution will true-up the revenue and expenditure budgets to actual revenue received.

 

4) $41,200 awarded by the FY21 State Homeland Security Grant Program - Hazmat to be used for sustainment of the Regional Hazardous Materials Response Team.

Approval to submit an application for the First Responders Comprehensive Addiction and Recovery Act Grant Program through the U.S. Department of Health and Human Services. If awarded, the funding request will support the Community Paramedicine Program.

Approval of Modification #1 to Agreement #2019/2020-132 with the Florida Division of Emergency Management, regarding fire hazmat sustainment FY19, reinstating and extending the Agreement until 6/30/2022.
