Staff was approached by an outreach ministry about having a community garden in the Highridge area of Keystone Heights. Community gardens are not addressed in the code and since their intended locations would be in residential areas, staff felt the need to add the use to the PS-2 zoning district with conditions. The owner would be required to rezone their property and that would provide due public notice to the surrounding area in case there was opposition. Staff also included regulations to specifically apply to this use such as hours of operation, setbacks, parking, best management practices, restoration and to add a definition for community gardens.
Staff recommends approval of the ordinance as proposed.
